MEGANO was a series of JMWAVE infiltration operations that took place, or were planned to take place, before the Bay of Pigs invasion in April, 1961.

Discussion:
A cable on March 3, 1961, from JMWAVE to BELL requested approval to run Operation MEGANO. It was a AMYUM (MRR - Revolutionary Recovery Movement) operation, using the Tejana vessel, which was owned by AMDENIM-1 (Alberto Fernandez Hechevarria). The three man action team was composed of trainee number 2629, Carlos de Varona, using the alias Javier Sanchez Rodriguez; trainee number 2625, Luis Oria, using the alias Rafael Alvarez Hernandez and trainee number 2874, Manuel Puig Miyar, using the alias Lorenzo Ruiz Bernet.

A cable on March 29, 1961, with the slug MEGANO, mentioned that Felix Rodriguez was exfiltrated via Operation SANDRA III and would be infiltrated with cargo (which included a substantial amount of weaponry). Moreover, a cable on March 31, 1961, with the slug MEGANO, stated that Felix Rodriguez was infiltrated with 25 pistols and small portion incendiary devices. However, the JMWAVE Chief of Station (COS) Comment again requested approval to run Operation MEGANO. Therefore, it appears to be unclear if Rodriguez was part of Operation MEGANO or not. A cable on April 6, 1961, once again requested approval for Operation MEGANO.

A cable on April 18, 1961, stated that "subject HQs concurrence JMWAVE plans join WAVE procured radop Robert Ramos to AMHAZE team to be infiltrated via OPN BINGO. Ramos has POA and formerly utilized as boat radop on OPN MEGANO."

03/29/61: Cable from JMWAVE to BELL: Slugline JMZIP MEGANO: REF WAVE 4911 (IN 0160)* "1. Tejana departed Key West...Felix Rodriguez exfiltrated via OPN SANDRA III will infil with cargo. 2. Cargo consisted of following: 300 M-1 rifles, 100 carbines, 100 pistols, 4 recoilless rifles, 5 EAR's, 5 LMG cal 30 and 5 mortars 60 mm all with basic load ammo; 200 pounds demolitions and equipment: 400 fragmentation grenades, 100 incendiary grenades, 6 medical kits, 10 cases cod fish and 200 pounds rice plus remainder cargo not infiltrated on OPN JEAN III (approx 3 tons)...However Tejana did not depart on schedule and may not arrive at (unintelligible) in time. If not, will proceed to MEGANO rendezvous point without delay. C/S Comment: *Altman and Reelfoot request NOTLOX be queried 'which military post or commanders could be defected either for money or otherwise.'"

03/31/61: Cable from JMWAVE to BELL: Slugline JMZIP MEGANO: "1. Tejana returned Key West...AMDENIM-1 (Alberto Fernandez Hechevarria) reported that a small boat met Tejana instead of large one as planned. Took only small portion cargo due large number fishing craft in area of operation during holiday. Reception committee requested Tejana return after 3 April with up to 15 tons cargo. A-1 reported rendezvous point ideal. 2. Felix Rodriguez infiltrated with 25 pistol and small portion incendiary devices. *C/S Comment: Requested approval to run Operation MEGANO." 03/31/61: Cable from JMWAVE to BELL: Slugline JMZIP AMDENIM: REF WAVE 2245 (IN 17158): "1. AMDENIM/4 (Larry Laborde) confronted C/O day Tejana departed Key West to rerun OPN MEGANO saying he had considerable financial problems and asked if his allowance could be increased. Stated he had discussed finances with crew Barbara J and amazed salaries being paid. Wondered if people sponsoring Barbara J could funnel some of the excess his way. 2. AMDENIM/4 has mastered Tejana for past eight years hence most valuable keep ship operational. Certain he will continue working for present amount however request authority increase allowance to $760 per month and provide him bonus for each successful OPN same scale as crew members Wasp."

04/02/61: Cable from JMWAVE to BELL: Slugline JMZIP/JEAN IV/BINGO: "1. Request authority run Operations JEAN IV and BINGO per format WAVE 2174 (IN 15542): A. Unidad Revolucionario and MDC. B. Tejana, a 110 foot subchaser. C. JEAN IV - beach landing. BINGO - INRA sand barge...E...BINGO - N2130 W7637 which is 7 miles north Puerto Padre...M. Cargo listed para two ref plus 30,000 rounds M-1 rifle ammo...3. Tentatively plan new OPN MEGANO II night 7 April as requested via NOTLOX. Plan obtain large fishing boat to transport ten to twenty tons cargo to N2250 W7810 which is north of Cayo Guincho where it will rendezvous with Tejana afternoon of 7 April.
