The CIA's code name for Scott's spy network was LITEMPO. The letters LI represented the Agency's code for Mexican operations; TEMPO was Scott's term for a program that was, in the words of one secret Agency history, "a productive and effective relationship between CIA and select top officials in Mexico." Begun in 1960, LITEMPO served as "an unofficial channel for the exchange of selected sensitive political information which each government wanted the other to receive but not through public protocol exchanges." 104-10516-10041: DISPATCH: PROCEDURE FOR OBTAINING MEXICAN TRANSIT VISAS FOR CUBANS
In Sept 1960, Mexican visa regulations in regard to entry into Mexico by Cuban nationals was changed, referring all requests to Gobernacion in Mexico City. This created a backlog and requests for preferences. Because of CIA interest in certain Cuban nationals gaining entry, a special channel was set up on Nov. 1960 between two LITEMPO operatives to secure entry permits. Jeremy Benadum aka LIMEW was in the middle of this operation.

Ann Goodpasture's Mexico City chronology: MEXI-7253 refers to Gilberto Lopez crossed in Laredo, Texas on 11/23/63 and "departed as only passenger on Cubana flight on night 27 Nov for Habana...LITEMPO-4 has a good photograph of Gilberto LOPEZ taken at airport on departure."
