Re October 1953: Page 110: ..."Frank Wisner had the task of selecting the field commander for Project Success. Once Roosevelt turned the job down, Wisner got Allen Dulles to recall the Korea station chief, former army colonel Albert Haney. Haney had set up CIA guerrilla units in Korea, and Guatemala was to have a paramilitary component...Briefed in late October, Haney accepted on the spot. A few weeks later he proceeded to Opa Locka, Florida, to begin setting up a forward base code-named Lincoln. Haney exercised general supervision over CIA chiefs in the nations surrounding Guatemala plus direct control of forces assembled for Success. He took the pseudonym 'Jerome B. Dunbar,' and at a certain point Allen Dulles ordered that all cable traffic be sent to Lincoln for Dunbar, rather than to headquarters to be repeated to Opa Locka..."


Guatemala City, January 11, 1954. HGG-A-634 SUBJECT General—PBSUCCESS Specific—Stephen R. Lugton 1. In accordance with instructions received from Lugton, material received from him for forwarding is being placed in envelopes marked “To Lincoln, for Jerome C. Dunbar only” and included in Station Guatemala pouches for Washington. As per his request, only one copy of such material has been made and therefore station files will contain no record of information submitted by him. This station will therefore not be held responsible for being knowledgeable of information submitted by him. 2. It is assumed that the policy of handling his material and the principle expressed is in accord with the wishes of Lincoln and Headquarters. If not, this station would appreciate being advised. 5/27/54 cable from WH x 4235 to SLINC/Chief of Station, LINCOLN, slugline RYBAT/PBSUCCESS: "Herewith full text Winchell 2100 May 23...'Attention Jim Haggerty of White House. Moscow intelligence is helping Red Guatemalan government to stage a frameup our embassy there and all American companies in (Central America). They will charge they discovered American arsenals in (Guatemala). The reason they got Russian arms. This is to debunk such bunk before it breaks...To isolationists who insisted that Americas could never be invaded, and to Mr. Harry S. Truman who blindly argued that a few Communists are not important. Ladies and gentlemen, Guatemala, almost 3 million (population) has been taken over by only 1200 Reds, giving Russia a beachhead only 725 air miles from Panama Canal..."
