In 1958, LIELEGANT (201-225439) was a Mexican lawyer and a Presidential adviser. He was close to President Aleman. Two pages further, the report states that his son was LIENVOY-2, who became in charge of the listening post. "Other employees of the listening post were friends of LIELEGANT or his son, LIENVOY-2". Six pages later, it states that LIELEGANT received no salary and that LIENVOY-2 received a monthly stipend "as an ante for maintaining the relationship with LIELEGANT".

"In their dealings with the Station, LIENVOY-2 and LIELEGANT gained a considerable knowledge of the station's operational assets and capabilities. From a security viewpoint, they knew too much to terminate them with prejudice unless the station was also willing to terminate the operations they knew about, which included LIFIRE, LIBIGHT, LITEMPO, and LIENVOY."
