Carlos Fernandez Trujillo. A cable in March of 1965 stated that LICOMET-1 was formerly known as AMSAIL-1. This was until about 1964.

"LICOMET-1 (201-285165) was the titular head of the unit and principal agent for the project from 1964 to 1968...The project staff consisted of refugees rather than permanent residents. These refugees were, for the most part, in Mexico waiting to go to the United States. No one could predict the processing time for US visas. As a result, it was impossible to plan for personnel changes."

03/12/65: Cable from Mexico City to WAVE (Easby Acting): REF WAVE 9283 (IN 18445)* "1. Fat G-2 man of ref sounds like AMLIE-1 who was in MEXI on TDY assignment at the time of Prio visit. AMLIE-1 has indicated in past in talks with LICOMET-1 (formerly AMSAIL-1) that he might change sides if going gets too rough. Imparting of info to Prio appears typical AMLIE-1 action insuring future. 2. Both permanent DGI staffers in MEXI at time of Prio visit, Manuel Vega Perez and Rogelio Rodriguez Lopez, are also fat so either could have been source of ref info. MEXI would appreciate anything WAVE can do to identify source by wringing more complete description from Prio of details of precisely when and where meeting took place. (Unintelligible) can furnish photos of all three suspects if WAVE can figure way to have Prio review them to make identification. Please advise if wish photos. *Info from Cuban Embassy G-2 officers re Menoyo."

11/12/65: Cable from Director to Mexico, Ottawa and JMWAVE (Orig: T. Hazlett, Unit: D/WH/C/FI): "Eusebio Azcue Lopez, according sensitive source, went Montreal look over real estate assigned Cuban Govt for Canadian World's Fair scheduled spring 67. Although return date and route not known this time, possibility exists Azcue may return via MEXI. In fact, long association MEXI may indicate stopping off few days renew old acquaintances etc. If Azcue stops MEXI suggest station develop access Azcue order elicit intel get latest reading his attitude toward regime and possibly involve him heavy drinking bout which might cause embarrassment Azcue and Cuban Emb. (Handwritten note: Knew Lee Harvey Oswald MEXI associations sequence). He heavy drinker who harshly criticized by members Cuban Embassy while MEXI in past. HQs recalls LIMASK reported name Cuban exile who frequent drinking partner Azcue but whose name not available HQs. Name may appear LIMASK or Azcue file, or LICOMET-1, LITAMIL-3 may be able provide."

01/21/69: Memorandum from Nancye Gratz to C/WH/COG: Subject: Donn Munson, Author of SAGA Article, and Juan Erquiaga, Subject of Article: "1. Donn Hale Munson, born 1905, resident of Los Angles, approached LICOMET/1 in 1964 claiming he represented a large group of Cuban exiles in the Los Angeles area. Munson asked LICOMET/1 about the location of training camps, etc. LICOMET/1 reported the discussion to Station Mexico City and was instructed to avoid Munson. Donn Hale Munson is probably identical with the Donn Munson who authored the Saga article. There are no additional identifiable traces on Munson. 2. There are numerous traces on Juan Erquiaga Aizcorbe, the owner of the weapons plant named in the Saga article. The FBI also reported Erquiaga was involved in the sale of arms to Cuban mercenaries in 1965. Although RI was unable to locate the report, it was classified to Manolo Ray's 201 file. This would tend to support the Saga claims that any weapons supplied by Erquiaga's firm went to the JURE crowd, not to any Agency supported group."
