On the previous page, HSCA asked CIA to identify "LCIMPROVE". The CIA's response was "Counter-espionage involving Soviet intelligence services, worldwide."

104-10172-10342 DISPATCH- REDCAP/LCIMPROVE FNU GOLOB

A 1956 dispatch: Golub, a counsellor at the Soviet embassy in Helsinki, professes sympathy for the United States. This was a joint REDCAP/LCIMPROVE dispatch - REDCAP is based on monitoring Soviet personnel and installations, and encouraging them to defect.

104-10172-10294: DISPATCH- REDCAP/LCIMPROVE- PROCUTING OF FEMALE COMPANIONSHIP FOR GRIGORIY YE GOLUB

An August 28, 1959 dispatch, another REDCAP/LCIMPROVE memo about Gregoriy Golub - this time it is about procuring female companionship for him. Golub is offering to get Americans visas to cross the Soviet border in a matter of minutes if they hire a local travel agency and make hotel reservations. (Note: This is how Oswald got into the Soviet Union so quickly in October)

This final REDCAP/LCIMPROVE memo ends with Golub walking out on a "trusted Finnish" woman when she takes all her clothes off instead of wearing his wife's nightgown.

104-10422-10205 CABLE: ACC LIENVOY 1 OCT 63, AMERICAN MALE WHO SPOKE BROKEN RUSSIAN SAID HIS

A 10/8/63 LCIMPROVE dispatch sent from Mexico City to HQ states that according to LIENVOY, the Americans' wiretap operation in Mexico City, "1 Oct 63, American male who spoke broken Russian said his name (was) Lee Oswald, stated he at (Sov Embassy) on 28 Sept when (he) spoke with consul who (he) believed to be...Kostikov." It also falsely states that a man photographed in front of the Soviet embassy was Oswald.

The aforementioned LCIMPROVE dispatch "has been cited for many years as the strongest proof that Oswald was impersonated when he was in Mexico City. The LCIMPROVE subject line...is telling evidence that this impersonation was part of a counter-espionage program aimed at the Soviets." In this 10/15/63 LCIMPROVE request, the Mexico City station asks Headquarters, "Pls pouch photo Oswald."
