10/8/63 cable MEXI 6453 from LADILLINGER to Director, slugline LCIMPROVE: "(According to) LIENVOY 1 Oct 63, American male who spoke broken Russian said his name Lee Oswald (phonetic), stated he at Soviet Embassy on 28 Sept when spoke with consul whom he believed (to) be Valeriy Vladimirovich Kostikov. Subject asked Soviet guard Ivan Obyedkov who answered if anything new re telegram to Washington. Obyedkov upon checking said nothing received yet, but request had been sent. Have photos male appears (to) be American entering Soviet embassy 1216 hours, leaving 1222 on 1 Oct. (interlineated - changed to 2 Oct - most versions of this message does not mention any change to 2 Oct - probably written in during the HSCA era). Apparent age 35, athletic build, circa 6 feet, receding hairline, balding top. Wore khakis and sport shirt. Source: LIEMPTY." The author of the Oct 8, 1963 memo (LADILLINGER) is identified as contract employee Barbara Murphy Manell, the wife of Herbert Manell (chief of Soviet operations in Mexico City). (3/22/77, Memorandum for the Record by Russell Holmes)

Re October 8, 1963: "Mrs. Dillinger's main duties was reading the transcripts of the telephone tap operations. She received these transcripts once a day and would review them. Mrs. Dillenger remembered that they would receive all the transcripts from all the taps on the Soviet embassy. This included the Spanish and the English transcripts." (3/21/78 HSCA interview with both of the Manells. Page 2 makes it clear they changed their names just slightly from “Gerald F. Gestetner” to “Herbert Gestetner”, and from “L.A. Dillinger” to “Barbara Dillenger”)

Action for para. 4 taken 15 Oct 63. BM". BM stands for Barbara Manell. Scott responded: "Please set up "P" file for Lee Henry Oswald and put all data we have into it. Photos?"
