Discussion:
Legendary CIA officer William Harvey ran Staff D and its ZR/RIFLE program during the early 1960s. The secrecy of Staff D's signal intelligence work presumably made it a good place for the secret assassination program.

May 1963-Oct. 1963: Assassination documents from this time period contain KUTUBE-D documents sent from the OLLA channel to Staff D chief Daniel Presland/William Harvey. These documents are part of a larger 1960-64 list of assassination documents aimed at foreign leaders, submitted to the Rockefeller Commission in 1975.
