06/25/54: Cable to LINCOLN to Director: Slugline RYBAT PBSUCCESS: "1. LINC gratified that evacuation PBPRIME (U.S.) citizens to take place within 24 hours. Agrees planes best means and outline statement para 2 Ref B quite effective. 2. Strongly agree, however, against DTFROGS (El Salvador) or KMFLUSH (Nicaragua) as destination evacuation planes, as stated Ref A. First, suggest that WSBURNT (Guatemala), having already attacked WSHOOFS (Honduras), may soon attack either DTFROG or KMFLUSH, too. Second, would consider it highly effective if convoy of transport planes could be awaited outside territorial waters by impressive ODUNIT (U.S. Air Force) fighter escort, implying that hostile unidentified aircraft and/or naval units, e.g. submarines reported lurking Caribbean. Destination evacuation flights might therefore be either HTPLUME (Panama), KMPAJAMA or airport southern PBPRIME. Both reasons to be included public ODACID (U.S. State Department) statement. 3. This prohibition applies specifically to trains running north and south between Adam (Guatemala City) and KMPAJAMA. 2. See our following cable to JMBLUG (John S Peurifoy) requesting he take steps prevent PBPRIME citizens from using Adam-BOND (Puerto Barrios) line, and giving maximum advance notice to us in event citizens contemplate utilization for any reason whatsoever."

Thence evacuees will be airlifted soonest to capital KMPAJAMA or direct to PBPRIME (U.S.). Will require more than one trip by twelve plane fleet to remove all personnel. 2. You will be kept advised on timing and flight plan and are directed to make certain that no SYNCARP (Note: The "Junta", Castillo Armas' political organization headed by Cordova Cerna) action will interfere with this evacuation."

Latest info, including radio news, indicates perhaps 200 RPT 200 commies and pro-commies have taken asylum KMPAJAMA Embassy WSBURNT (Guatemala) City. This motley crowd includes Arbenz, Toriello, Diaz, Fortuny, Gutierrez, many others. Embassy quarters very crowded, had to rent nearby building to house all. 2. Quite likely these heterogenous personalities will use expected long waiting period until safe conducts arranged for political debates, including mutual recriminations, seeking scapegoats, analyzing each others mistakes etc. Contents such conversations might furnish valuable clues for either KUGOWN (Psychological and Paramilitary Staff) exploitation, prosecution of crimes, uncovery escaped commies, stay behind apparat or like. 3. If above reports true please provide as much detail as possible and put newsmen to taking photos of crowds. 3. Even pinkos like Flora Gruson and Harvey Rosenhouse were temporarily incensed at reds on seeing the atrocities. Junta to maintain careful surveillance KMPAJAMA and other embassies containing most significant Communist leaders and other dangerous persons with view to immediate arrest of any who stray from premises or otherwise break asylum...C. Bring pressure to bear on other Latin American governments especially KMPAJAMA to extradite murderers and criminals such as Cruz Wer and Rosenburg, and also with view to persuading KMPAJAMAs (Mexicans) and others of unwisdom harboring so many known Communists in name of sacred right of asylum. In this connection ODACID (U.S. State Department) has undertaken bring pressure to bear KMPAJAMA Government by pointing out large numbers Communists they protecting and helping and by making point this type of action and any assistance to leading Communists escape to Russia could not fail to prejudice relations between KMPAJAMA and PBPRIME (U.S.).
