Recently contacted GUAT Station and requested financial support. HDQS decision at that time was not to use him. He left GUAT 12 November 63 for MANA, allegedly at invitation General Somoza. 2. Benitez has long and checkered background. Repeatedly characterized as indiscreet, unscrupulous and unreliable. He was considered one of worst gangsters around Batista in Cuba. JUHILL-1 alone met COS and Langosch (Harold Swenson) for long briefing and ops discussion afternoon 8 September, proposed nothing, indicates willingness accept KUBARK (CIA) directions in all respects, offered absolute cooperation including (REDACTION). Recognized lack of experience and competence on his part and on part of other (REDACTION). 2. Need for security was emphasized during briefing. Ops plan is: Select most promising target of those trained by DGI as collection agents after reviewing all available info. Have AMMUG-1 (Vladimir Lahera Rodriguez) as DGI officer meet and debrief securely while KUBARK records. Then Langosch will pitch alone. If target accepts, one indication of sincerity will be furnishing info on DGI contact.
