08/24/62: Cable from San Salvador to Director: "1. Tony Varona saw President Rivera on 21 Aug and made favorable impression per Rivera conversation with Ambassador Williams 22 Aug. 2. Station SALV has no independent capability monitor conversations at El Salvador Intercontinental Hotel. 3. On 22 Aug COS passed JUHILL-1 list of names in refs with request confirm if in SALV and any news of activities. JUHILL passed list to Rivera who asked Minister of Agriculture Sol to query counselor Downs for background on Garcia Kohly and 'any info Kohly in contact with SALV opposition'"....

12/04/63: Cable from Director to San Salvador and WAVE (Orig: W.H. Carley, Unit: WH/3/CAN): "1. Manuel Benitez Valdez (201-106192) is longtime KUBARK (CIA) contact. Recently contacted GUAT Station and requested financial support. HDQS decision at that time was not to use him. He left GUAT 12 November 63 for MANA, allegedly at invitation General Somoza. 2. Benitez has long and checkered background. Repeatedly characterized as indiscreet, unscrupulous and unreliable. He was considered one of worst gangsters around Batista in Cuba. WH Comment: Ref A requested traces on Benitez who approached client of JUEGGPLANT in Salv with proposal invest 200,000 dollars in hotel owned by client. Source of funds allegedly wealthy Cuban exiles in Miami. Ref B was WAVE trace response."

09/09/64: Cable from San Salvador to Director: Slugline DYVOUR PBRUMEN AMMUG: "1. JUHILL-1 alone met COS and Langosch for long briefing and ops discussion afternoon 8 September, proposed nothing, indicates willingness accept KUBARK (CIA) directions in all respects, offered absolute cooperation including (REDACTION). Recognized lack of experience and competence on his part and on part of other (REDACTION). 2. Need for security was emphasized during briefing. Ops plan is: Select most promising target of those trained by DGI as collection agents after reviewing all available info. Have AMMUG-1 as DGI officer meet and debrief securely while KUBARK records. Then Langosch will pitch alone. If target accepts, one indication of sincerity will be furnishing info on DGI contact. LCFLUTTER will follow without (REDACTION) KUBARK will handle any recruited agent furnishing appropriate results to SALV. 3. Tentatively (REDACTION) (unintelligible) first target. 4. Considering having Dalton, who still in custody, transferred GUAT and handling him there as this way provide better security. 5. Request HQs assign cryptonym to local targets. *Re use of JUHILL-1."

09/27/64: Cable from San Salvador: Slugline DYVOUR PBRUMEN AMMUG: "1. JUCROW-1 FLUTTERED afternoon 26 September. Results satisfactory. He then arranged evening 26 Sept Langosch meet with JUNAVE-2 (IDEN). 2. JUNAVE-2 confirmed his desire work for ODYOKE (U.S. Government) under conditions previously described. Interview short because JUNAVE-2 had other engagement. His comments indicated belief JUNAVE-1 detained as result drunken indiscretion; plus fervor generally and revolutionary spirit especially have deteriorated; no special concern about local security surveillance; no knowledge of AMMUG-1 preference or current DGI contacts. Meet taped. 3. Next meet scheduled for morning of 27 Sept."
