It was set up in the early 1960's by CIA Western Hemisphere Division. A CIA document in December 1973 by David McLean stated that "from 1962 to 1966 the institute conducted 20 polls in nine Latin American countries. Their cost cannot be computed because many of the expenses were charged to other projects."
