02/23/63: Cable from San Jose to Director: Slugline: RYBAT JMSAIL: "1. Local immigration office advises following Cuban exiles Miami planning come San Jose for presidential conference, arriving about 15 March: Eddy Leal Leyva, Jose Miro Cardona, Manuel Antonio Varona Laredo, Luis Botifoll Gilperez, Nestor Carbonell Cortina, Jose Ignacio Rasco Bermudez, Manuel Brana Chansoulme, Luis Manuel Martinez Rodriguez, Evaristo Fernandez Padron. 2. Station deems visit of such large delegation inopportune at this time in view of possible clashes between opposing Cuban groups and undesirability of using conference to further Cuban exile cause. GOCR (Government of Costa Rica) security agrees. 3. It is recommended that if Cubans must be present San Jose, not more repeat not more than two representatives be sent as observers - stress observers only. Any other activity their part to be strictly prohibited, and that they be so instructed."

03/08/63: Cable to SJOS and WAVE: Slugline RYBAT JMSAIL: "1. ODACID (U.S. State Department) Miami liaison with Cuban Revolutionary Council will inform that ODACID advises against large group of CRC members proceeding San Jose during presidential visit. ODACID will recommend that if CRC members must go delegation should be small. 2. No further action this matter contemplated by HQs."

03/18/63: Cable from JMWAVE to Director (Info: SJOS) (Orig: PW/Caponong): Slugline TYPIC RYBAT JMSAIL: "1. WAVE advised Miro contents Ref A to effect it suggested not more than two Cubans from WAVE area go SJOS during presidents meeting and that they be observers only. Miro reaction was best he not attend since would be in embarrassing position as 'observer' only. WAVE suggested he check Crimmins. SUBJ arose during Miro/Crimmins meeting 1 March. Miro stated CRC not sending any delegation to meeting, however planning send letter to each president attending meeting calling for action under various inter-American agreements. Crimmins asked if this necessary to which Miro replied CRC could not remain silent on this issue, especially since other exile figures such as Prio and Garceran would probably make similar pitch. 2. Letter prepared and after minor changes approved by Crimmins and his HQs 11 March. Sent CRC deleg SJOS for personal delivery each president. Copy also sent GPIDEAL (President Kennedy). 3. Miro discussed letter during CRC general meeting 11 March. All members approved. In addition some, especially AMING-2/Enrique Huertas, suggested more strongly worded telegram also be sent in name CRC. Miro tactfully left this matter hanging in air. 4. Finally however cable signed by 11 members and affiliates CRC sent 16 March to SJOS urging action 'to terminate Soviet expansion in fatherland of Marti', excerpts of which appeared Miami Herald 18 March. 5. Ernesto Aragon, CRC rep Washington, talked 16 March with Ambassador Faccio of OAS who stated had just met with GPIDEAL. Faccio, who not usually optimistic, stated very pleased with discussions and asked Aragon relay this comment Miro. Faccio did not reveal details GPIDEAL meeting." Authenticating Officer: Robert K. 04/12/63: Dispatch from COS, Mexico City to Chief, WH Division: ..."3. LIFEAT/Yugoslav: In addition to reporting on the daily activities and contacts of the Yugoslav official installation LIFEAT provided information on the planned attendance at JMSAIL conference of two Yugoslav diplomats who are suspected intelligence officers. LIFEAT also provided information predicting promotion of Yugoslav-Mexican trade as a result of the Mexican President's visit to Belgrade."
