Mr. Bissell also apparently informed Mr. Esterline and Colonel King that the proposal to move from JMCAPE to an adjoining area alongside JMRIM had been disapproved because of the strong opposition of the Office of Communications and the Central Cover Group. Accordingly, Mr. Esterline is now willing to go along with the recommendation we made last week and which was approved in writing by Colonel King that a team be sent out as soon as possible to the Florida area to attempt to assess the problem and find a new suitable location or locations."

07/20/61, Cable from JMWAVE to Director: Slugline JMZIP KUTUBE: "1. On arrival, AMRYE-1 and AMIRE-1: They should check in any hotel near Coral Gables. They should contact Knapman at telephone UN-60301. Both know Knapman from Cuba. 2. Request HQS send copies of their 201 files (both crypt and true name) to WAVE ASAP...Also, are they contract agents or contract employees? 3. Please advise if either AMRYE-1 or AMIRE-1 cleared for access to JMCAPE. Since WAVE currently has only two KUTUBE/Foreign Intelligence ops officers other than Zamka/David Morales, access to JMCAPE by either AMRYE-1 or AMIRE-1 would greatly relieve KUTUBE work load at Base and assist in expansion this field. If subjects current clearances do not permit their access to JMCAPE request Type A contact clearance for admission of both. C/S Comment: *Request contact instruction for AMRYE-1 and AMIRE-1."

Re status, recommend they be backstopped preferably with new JMCAPE cover or other commercial outfit if this not practicable. 2. For recruiting pitches and debriefings need some means establish bona fides. While issuance false official credentials perhaps inadvisable, request HQs considers using credentials of non-official anti-commie front or similar device. C/S Comment: * Type A clearances for AMIRE-1 and AMRYE-1 receiving priority processing."
