Carlos Aldana Sandoval, Minister of Communications, is very perturbed by political situation and 'does not know which way to turn.' 2. He added that brother of Col. Jose Gonzalez Segui, Commander of Cuartel General had approached him stating that Gonzalez Segui and (REDACTION) have reached conclusion time has come overthrow Arbenz govt and speculating whether feasible 'concentrate' behind Col. Aldana brother of Col. Gonzalez Segui asked Dr. Aldana ascertain whether Col. Aldana Sandoval willing lead movement. Dr. Aldana did not indicate whether he had approached Aldana Sandoval. 3. Am trying contact ESQUIRE."

04/07/54: Air dispatch from COS, Guatemala to LINCOLN: Subject: General - Operational: Specific: Briefing of JMBLUG-1 and JMBLUG-2: "1. On 2 April 1954 I briefed JMBLUG-1 and JMBLUG-2. 2. My briefing was reduced to the most essential and fundamental details, these being that we intended to oust an unfriendly and dominated government with a view toward having it replaced by a friendly government. I did not go into details concerning plans or activities. 3. During the course of this briefing, however, and as I had suspected, it became apparent that both JMBLUG-1 and 2, and JMBLUG-1 in particular, knew and know or at least suspect far more than I told them. It is believed, however, that this briefing was worthwhile since I was able to impress upon them that the information which I had given them was of top secrecy and that our activities are of the utmost delicacy. It was also possible under the circumstances to warn them of possible provocation attempts and to lay the groundwork for obtaining rapid information concerning any such approaches or suspected approaches while at the same time putting them on guard against any effort on their part to 'free wheel.' That Perfecto Villegas found lying in street battered conditioned and died few minutes after being taken hospital. Semi-official explanation: Hit, run victim. B. 06/15/54: Courier dispatch from COS, Guatemala, Withheld to Lincoln: Subject: General - KUGOWN Operational. Specific - Material for SHERWOOD Use: "1. Transmitted herewith are copies of a translation of a report regarding conflict between the Guatemalan Army and the communists. The report charges that President Arbenz is conniving with the communists to undermine the strength of the army which is the principal obstacle in the path of the communists in Guatemala. 2. The report was turned over to JMBLUG-1 by the chief of the ODIBEX (U.S. Army) mission who claims that it was placed under the door of his office in a sealed envelope. Source remarked that he believes it was written by a member of the General Staff. He also said that it is the second such article that he has received. JMBLUG-1 remarked that the ODIBEX mission chief probably knows the identity of the writer but is pledged to protect him. 3. The reason for transmitting this report for SHERWOOD (note: CIA radio broadcasting program based in Nicaragua begun on May 1, 1954) use is explained in the final paragraph by the writer himself: revelation of this information would be a blow to Arbenz because it would possibly demoralize him upon learning that the army is not secure. Several days ago I discussed with American newspapermen on confidential basis the type of stories they were writing. All agreed to drop words such as 'invasion'; however, strict censorship and no means of communication have stopped flow of more objective reporting. 2. I talked this morning with French minister who agrees to do everything in his power to supply adequate and precise information to Hoppenot concerning 'death' of child and fact that only parts of WSBURNT (Guatemala) City affected by aircraft strafing were military installations and that no bombing took place. I will have JMBLUG-1 see British charge this afternoon. *Cable Secretariat Comment: A run-off of this message was issued to Mr. Wisner's office at 1930 hours, 23 June 54."

SWALLOW said STANDEL phone call unprecedented in protocol-ridden WSBURNT (Guatemala) govt. STANDEL also trying have Osorio mediate between him and Galvez. Eval: B-2. 06/28/54: Cable from Guatemala to Director: Slugline PBSUCCESS RYBAT INTEL: RE: GUAT 983 (IN 22786): "1. JMBLUG (John S. Peurifoy) invited early afternoon 27 June to meeting with general staff. Present were STANDEL-1 (Colonel Carlos Enrique Diaz), SMILAX (Colonel Enrique Parinello de Leon), SUMAC-2 (Lt. Colonel Jose Angel Sanchez Barillas), STANDEL-3, and Colonel Carlos Sarti. They stated they had agreed STANDEL-1 would be next president and wanted following: A. JMBLUG to agree arrange cease fire so they could bring back troops now engaged in battle to maintain order. B. Calligeris (Carlos Castillo Armas) to be left out in cold since he not acceptable to them. 2. Stated they would so advise STANDEL though had not decided who would do so nor whether he would agree. Finally stated STANDEL-1 would present this idea and if he did not appear after present (RCVD PRULENT) time, SUMAC-2 would bring up artillery. 3. JMBLUG stated he could not guarantee any thing since he did not control Calligeris forces. 4. STANDEL-1 stated only 500 regular army and 2500 badly trained 'reservists' guarding capital. Suspect by reservists he meant militia which now being armed. 5. ODYOKE (U.S. Government) officials present at this meeting were JMBLUG, JMBLUG-1, and the ODIBEX (U.S. Army) and ODUNIT (U.S. Air Force) attaches. 6. Another meeting taking place now. 7. Above info obtained from telegram being prepared by ODACID (U.S. State Department) personnel."
06/28/54: Telegram from Guatemala Station to Operation PBSUCCESS Headquarters in Florida: "992. Re: GUAT 990. (2) 1. We have been double-crossed. 2. [3 names not declassified] formed junta and announced it over TGW at 1145. (REDACTION) renounced presidency, kept chief armed forces. (REDACTION) Min Defense. (REDACTION) Minister of Gobernacion. (REDACTION) asked (REDACTION) remain. This complete violation agreement 7 hours earlier. 3. With (REDACTION) failure, issue became readiness of junta negotiate with Calligeris (Carlos Castillo Armas). JMBLUG (John S. Peurifoy), JMBLUG 1, ESQUIRE, Bannister (probably John Doherty), Nutting spent from 1200 to 1415 with junta. (REDACTION) spoke for junta. They refused give yes or no to JMBLUG question whether they would meet Calligeris. Evaded all issues, praised their own anti-communism, slandered Calligeris, cried have beaten army retain power in nation. 4. Urgently recommend bombing Adam (Guatemala City) this afternoon. 5. Next mtg 1730, same participants. Bombs would persuade them fast."

New replacement of JMBLUG-1 asked above info be transmitted together with local ODACID (U.S. State Department) recommendation that: A. ODACID and KUBARK (CIA) agree on common policy this matter. B. That local ODACID be instructed whether promise pay all or part of claim. Instructions should also indicate whether ODYOKE interest in quick, quiet settlement or in reducing amount by protracted negotiations. 5.
