Cryptonym: JMATE

Definition:
WH/4 Bay of Pigs Project beginning in December 1960 (formerly JMARC). This crypt continued to be used for Cuban matters well into 1962.

JMATE was the crypt used for the Bay of Pigs project starting in December 1960, following the compromise of the earlier crypt JMARC. There are many references to JMARC and JMMATE in the official CIA Bay of Pigs history volumes.

A footnote on page 46 of Volume 3 of the CIA's Bay of Pigs history states: "The crypt for the WH/4 anti-Castro operation was initially JMARC. Following compromise of this crypt, the project became JMATE (sometime in the period between 6-13 December 1960)."

"Overall operations for Cuba" was the response given by the CIA to HSCA staffer request for definition of JMATE - this cryptonym was used for a period of time after the Bay of Pigs was over.

1/10/62 memo from DCI John McCone to Deputy Director, Support: "In the Project Authority (note: the 8/4/61 recommendation to President for covert action program against Cuba)...the President approved covert actions including the funding of various persons, groups, or activities, Cuban or non-Cuban, which, in our opinion, may be able to advance the over-all objectives of JMATE...In many instances we will be able to exercise little or no control over the funds, material, arms or equipment given such entities nor receive any suitable accounting from them. I have, therefore, authorized the Deputy Director (Plans) to pass to such persons, groups and activities, such JMATE monies, materiel, arms and equipment as in his opinion may be necessary to support such persons, groups and activities. The Deputy Director (Plans) is authorized to delegate this authority to the COP/DDP, the Chief, Western Hemisphere Division, Chief, WH/4, and Chief, JMWAVE, as he may desire."

8/30/62 memo from the Deputy Director of Security (IOS) to Chief, CI/OA regarding "memorandum dated 27 July 1962 wherein Provisional Operational Approval, only, was indicated for possible use of Subject as an agent in Mexico by TFW under Project JMATE."
