Reference to 11/22/63, DIR-84608: "Specific Action Taken By the Agency: On the same day as the assassination, 22 November 1963, the Deputy Director, Plans, Richard Helms, sent a cable book message to all CIA stations abroad. Helms stated that the 'tragic death of President Kennedy requires all of us to look sharp for any unusual intelligence developments. Although we have no reason to expect anything of a specific military nature, all hands should be on the quick alert at least for the next few days while the new President takes over.'"

11/23/63 cable from London to Director, slugline KEYWAY: "DIR 84608 alert put to SMOTH, JAGUAR, and JIC. SMOTH alerting field stations. Expressions of sorrow and sympathy received from top command JAGUAR and SMOTH as well as working level. Effect in U.K. is one of profound shock and public reaction similar to death (of) Franklin Roosevelt. Due to background man charged with assassination, JAGUAR reported morning 23 Nov following due some similar phone calls of strangely coincidental nature persons received in this country over past year, particularly in connection with Dr. Ward case. JAGUAR reported that at 1805 GMT 22 Nov an anonymous call was made in Cambridge, England to the senior reporter of the Cambridge News Rpt Cambridge News. The caller said only that the reporter should call the American Embassy in London for some big news and then rang off. Last night after word of the President's death was received, the reporter informed the Cambridge police of the above call and the police informed JAGUAR. Important thing is that call was made, according (to) JAGUAR calculations, about 25 minutes before President was shot. Cambridge reporter had never received call of this kind before and JAGUAR say he is known to them as sound and loyal person with no security record. JAGUAR wanted above reported particularly in view reported Sov background (of) Oswald..."
