Existing Basis of Planning...San Jose should be controlled as a possible substitute for Puerto Barrios, an encirclement of Guatemala City, and as a port of entry for our movement in eventual employment of prolonged hostilities...If discussion with Calligeris proves that the inner assets in the Guatemala City area are sufficient to attempt (with high percentage of success chance) striking at Guatemala City instantaneously and in concurrence with seizure of Puerto Barrios, Zacapa, Jutiapa and San Jose, the major portion of available forces will be directed at Guatemala City..."

06/19/54: Cable from LINCOLN to Director: Slugline RYBAT PBSUCCESS: DAILY OP SITREP NBR 5: "1. (REDACTION) JOHNNY (note: also JACK - Florida, Honduras) team crossed border prematurely at DT 0730 June 18 was ordered to halt at CF 0925. HANK (Zacapa, Guatemalan base) team ordered across border 17 June and take up attack position for HANK. All other teams were ordered to cross border and attack at 2020 June 18. No further info RCVD. Unconfirmed press reports indicated civil disturbances in CEASAR (Quezaltenango). Gas storage tank fired at IKE and heavy fighting in BOND (Puerto Barrios) on 18 June. Disturbances reported elsewhere in target country considered greatly exaggerated. Saboteur teams readied for action after H-hour. FRANK (Jutiapa, Guatemala), team apprehended in DTFROGS (El Salvador) and disarmed but permitted return to WSHOOFS (Honduras)..."

06/22/54: Cable from Director to Senior Rep., LINCOLN (Orig: Frank G. Wisner, DD/P): Slugline RYBAT/PBSUCCESS: RE LINC 4173 (IN 20681): "1. Agree in general described para 4A and B ref appropriate. Understand from paras 6 and 7 ref and Playdon/Whiting (Tracy Barnes/Frank G. Wisner) conversations no new specific authority required today. 2. Nevertheless in order give greatest freedom exploit new situations and opportunities following targets authorized in addition to all previous and presently outstanding authorizations. A. All railway and highway structures outside of populated places. B. Outside of ADAM (Guatemala City): Fuel storage facilities, ammo dumps, military installations attack on which would not involve significant loss of life, e.g. emplacements, airplanes on ground. C. Railway trains and highways, vehicles provided can be clearly identified as engaged in the transportation of military personnel or supplies in support of current or shortly anticipated military action. 3. In addition to above we anticipate granting authority when and as you request for all forms air support of specified operations against particular objectives, like attack on HANK (Zacapa, Guatemalan base). 4. Foregoing authorizations still leave in effect for the present prohibition of bombing any targets in ADAM area. Moreover assume that in view limited capabilities you will concentrate air ground action on relatively few highest priority targets. 5. Within para 2 above suggest as important and dramatic targets petroleum storage at BOND (Puerto Barrios) and IKE. 6.
