3/23/61 memo: "James B. Rabney (Arnold Silver) planning contact you about mid-April connection some aspects LAURICLE discussions with you October 60. Would appreciate any assistance you can give."

April 1960: Harvey sends "preliminary traces keyed (referenced) personalities". Second page of memo refers to Harvey's source being approached by agent of "International S.A.", which is seen again in the circle of Ramon Cortes - a Dallas Cuban businessman who was fingered without good cause by Ray Rocca, UNSTAR and other intelligence sources as a possible assassination participant. Identifies James Rabney as the pseudonym for Arnold Silver. Silver was chief of the Luxembourg station from 1957-1960 and a close deputy of Bill Harvey. During June 1960, he took over as Operations Branch of Staff D while Harvey was the Staff D chief.
