Definition:

Enrique Villarrea, worked on the FUBIAS Project in 1965. It appeared to contain some kind of DRE involvement. Villarrea worked closely with Reinaldo Pico Ramon (AMICE-31) in the early months of 1965 in particular.

Discussion:

In May 1965 a cable from the Director of the CIA stated that the FUBIAS Project should be terminated, with FUBIAS-5 also being terminated, but Villarrea and FUBIAS-4 being possibly retained in other projects by the Agency. JMWAVE and WH Division agreed with the termination of the project.

01/13/65, Cable: Sluglines TYPIC PSYCH AMSPELL: "SAGO able present AMHINT-1 letter directly to Frei thru FUBIAS-7. Exiled PBRUMEN Christian Democrat who has contact Chilean PDC. Other possibility exist F-7 can give letter to PDC contact to pass Frei. However (REDACTION) realizes F-7 may lack pull and weight achieve maximum action from Frei. Therefore can WAVE recommend any high level Christian Democratic PBRUMEN exile, who WAVE asset, and who could travel Chile expressly for purpose presenting letter to Frei. (REDACTION) believes this would obtain better publicity."

02/09/65, Cable: Sluglines TYPIC QRSNIPE: "According FUBIAS-7, AMICE-31 arvd SAGO 7 Feb and staying Hotel Ritz. F-7 said Maspero apparently sent cable and invited A-31 to attend CLASC Exec Comm MTG. A-31 told F-7 he asking for fraternal affiliation with CLASC and plans travel LA visiting various maritime unions and try engage them with CLASC. A-31 asked F-7 for contacts in Valpo to start strike in favor PBRUMEN exiles and San PBRUMEN shipping, said he plans strike work thru ORIT. A-31 leaving SAGO 16-17 Feb for Antofagasta, Lima or Bogota. Handwritten note: *Re KUBARK relationship with AMICE members."

02/12/65, Cable: Sluglines DTDORIC ZRGAMIN: "1. FUBIAS-7 reports as of 11 Feb Maspero and all Exec secs presented their speeches and that discussions proposed resolutions now begun one by one. No dissension yet apparent and according Eduardo Garcia, appears Maspero trying to appease everyone and willing accept all recommendations. Due to slow start mtg will extend thru 17 Feb. Appears general atmosphere closed but most proposals are open and yet to be discussed. 2. F-7 said Vanstendael conversations with Maspero have helped. Van told M all his bad points and said correct them or aid would cease. M accepted criticism and promised reform. 3. For WAVE: AMICE-31 not sitting in on closed Exec Comm mtg, only allowed speak to Exec Comm on resolution establish fraternal relations A-31 union and CLASC. F-7 said Maspero has given consent to resolution and thinks highly A-31. A-31 and F-7 traveling Valparaiso with CLASC ldrs to organize maritime boycott, appears CLASC willing help. A-31 etd now 18 Feb."

Undated Cable (probably sometime in February 1965): Sluglines DYVOUR PBRUMEN MHVIPER PSYCH: "1. FUBIAS-7 and AMICE-31 made trip to Valparaiso 13 Feb together with Guillermo Martinez of CLASC. They arranged with Wenselao Moreno Avila, Vice Pres ORIT and Sec Gen Confederacion Maritima de Chile (COMACH) to hold boycott against English, French and Spanish shipping on 24 Feb for 24 hr period in solidarity with (unintelligible). F-7 and A-31 arranged with Emilio Maspero, Sec Gen CLASC, to approve CLASC resolution joining COMACH in boycott and in support (unintelligible). 2. Station has copy letter from Moreno to CIV, obtained thru (unintelligible) offering support and giving info on boycott. (REDACTION) plans use (unintelligible) as part media from beginning 21 Feb. F-7 claims Moreno advised boycott in all Chilean ports COMACH controls approx (unintelligible) per cent of maritime workers of Chile. 3. Station prop assets will give max coverage ORIT Congress resolutions per para 2 ref."

05/20/65, cable from Director to Withheld (Orig: Withheld, Unit: WH/4/CHILE): "1. Concur in termination FUBIAS Project as proposed Ref A. 2. No objection to termination FUBIAS-5. Assume F-5 would resettle in WAVE area. 3. For WAVE: Do you have any interest in future employment FUBIAS-5 locally or in other DYVOUR area... WH Comment: *Believe results FUBIAS Project not worth present costs and would like terminate, retaining FUBIAS-4 and FUBIAS-7 in other projects, unless DIR and WAVE have overriding reasons for continuing project in present form. FUBIAS-5 would be terminated but (REDACTION) defers to Hqs re F-5's future employment and/or relocation. **WAVE has no overriding reasons for continuation FUBIAS project."
