Unknown identity. A cable on January 23, 1969, stated that FUBABE-1 "was secretary to (note: Emilio) Maspero in Chile and considered quite-favored disciple of Maspero."

Discussion:
The cable also mentioned that Henry Rubash "said FUBABE was part of AMICE (FORDC, Frente Obrero Revolucionario Democratico Cubano) complex who more capable than A-31 (Reinaldo Pico Ramon)." In addition, FUBABE-1 was granted a POA on August 25, 1964, to work with the Chilean branch of the Directorio Revolucionario Estudiantil (DRE) in its anti-Castro covert action activities. An OA was granted on November 2, 1964, for consideration to use subject as funding channel to Christian Democratic leaders for congressional elections, and for propaganda purposes. FUBABE-1 was terminated amicably in late 1966 due to CIA's doubts that his CLASC employment would prove permanent in Miami. He was put in touch with WH/Miami. There was no indication that the OA was terminated. FUBABE-1 was disappointed that CIA doubted his ability to carve out a future in CLASC from Miami.

A cable from WH/Miami on January 21, 1969, stated that AMICE-31 and FUBABE-1 were worthy of "consideration as JMDEVIL penetrations."

A cable from Caracas on January 24, 1969, stated that "we not prepared commit ourselves on contractual relationship but wish merely determine whether FUBABE-1 would reattain position close to CLASC heartbeat such as had in Chile. Recommend George J. Copsidas make recontact since he has advantages of experience in both Santiago and Caracas."

SOURCE: An attendee of the congress described below who is a supporter of Emilio Maspero. He has not provided sufficient information to warrant a judgement as to his reliability: ..."4. The position of former CLASC president, Jose Goldsack, (who expected to be removed) will be considered at the time of the transfer of the CLASC headquarters. Goldsack was given a vote of confidence and named honorary president of the CLASC council. It is possible that Goldsack will be named director of a Chile education program and will continue to work within Accion Sindical Cristiana Chilena...11. Upon the departure of CLASC from Santiago, Luis Quiroga, a Chilean and a Maspero supporter, will attempt to take over the communist Central Union of Chilean Workers (CUTCH), and to strenthen the Christian movement..."

01/21/69: Cable from WH/Miami to Caracas (Info: Director): JMDEVIL EVMULE: REF CARACAS 1594 (IN 71598): "1. Concur your assessment re likelihood JMDEVIL will take on renewed importance in view Copei election victory and may become problem target for WOFIRM (CIA), believe both AMICE-31 (Reinaldo Pico Ramon) and FUBABE-1 worth consideration as JMDEVIL penetrations. 2. Per para 2 ref, we recall that staffer Louis J. Sockwell, former Caracas C/O who now Santiago, contacted either Garcia or Planas or both in 1965 but that relationship did not prosper. There was another abortive attempt to contact Planas through Jacob L. Vavrick in either late 67 or early 68. 3. Suggest following points in WOFIRM's ops relationship with AMICE-31 which might be suitable as bona fides: A. Person making contact could use name 'Mr. Johns' which was alias used by former JMWAVE C.O...4. Defer to HQs for latest info on FUBABE-1 and his present relationship with JMDEVIL. Most recent info in station 201 is almost two years old. Suggest HQs relay DIRECTOR cables 82534 and 76996 (11 March and 17 Feb 67 respectively) to Caracas for good background and assessment FUBABE-1. WH/Miami could probably find out current status and address FUBABE-1 through AMICE-34, only labor/CO type with whom we still in touch, but we reluctant indicate renewed interest if HQs already has this info on file. Said FUBABE was part of AMICE (FORDC, Frente Obrero Revolucionario Democratico Cubano) complex who more capable than A-31 (Reinaldo Pico Ramon). FUBABE was secretary to Maspero in Chile and considered quite-favored disciple of Maspero...8. FUBABE-1 granted POA 25 Aug 64 to work with Chilean branch of Directorio Revolucionario Estudiantil in its anti-Castro CA activities. OA granted 2 Nov 64 for consideration to use subject as funding channel to Christian Democratic leaders for congressional elections, and for prop purposes. We terminated FUBABE amicably late 1966 due our doubt that his CLASC employment would prove permanent in Miami. He put in touch WH/Miami. No indication OA terminated. Hold further action on AMICE-31 (Reinaldo Pico Ramon) in W36-,CE as appears while could be useful also could be handling problem. C. Begin spadework here for local approach to Jose de Jesus Plana. D. Simultaneously, accept Ref B offer re-contact FUBABE-1, to determine his current relations with CLASC and Emilio Maspero and based on WH/Miami findings. Evaluate potential for him to rejoin Maspero/CLASC here. Note we not prepared commit ourselves on contractual relationship but wish merely determine whether FUBABE-1 would reattain position close to CLASC heartbeat such as had in Chile. Recommend George J. Copsidas make recontact since he has advantages of experience in both Santiago and Caracas. Copsidas should use questions given in CARACAS-1594. HQs note we appreciate offer, but no action by Rubash required since Dopsidas can make moves to relocate FUBABE-1 starting now. 2.
