Cryptonym: FJHEARSAY

Definition:
The Coordinating Secretariat of National Unions of Students (COSEC). Later in the 60s, it became known as the International Student Conference. This organization had contacts with and support from friends within the CIA and was generally supportive of anti-Communist positions.

The 10th FJHEARSAY conference was in Quebec in June 1962, which squares with COSEC's 10th International Student Conference. 5/26/64: CA/B5 memo: DRE attendance was a point of discussion at the 11th International Student Conference aka FJHEARSAY. Goal was to protect CIA-International Student Conference relationship. The CIA also had a relationship with the US National Student Association, using the crypt WSCHILD.(Look at IDs on following page of this document.)

11/19/63 memo by WH chief Oliver Galbond/J.C. King: "During the 10th FJHEARSAY/International Student Conference, the ZRAFRAID delegation led by LIQUIFIER-7 asked for the FJHEARSAY to program a (literacy seminar) to be held in Mexico." HPEPITOME agents in WSACROBAT held up the seminar, now they want to see it implemented and have submitted a plan to that effect to CIA HQ.

The financing of the ISC was linked after 1952 to the Foundation for Youth and Student Affairs, a New York-based agency which provided between 75 and 90 per cent of the ISC's budget for much of its existence. The FYSA was one of the conduits for funds from the U.S. Central Intelligence Agency which was exposed by Ramparts magazine in 1967...the largest ISC took place in Quebec in 1962...the eleventh ISC (was smaller) because of the walkouts...at the previous Quebec sessions."

The Tenth ISC was held in Quebec from June-July 1962; along with the DRE there were 49 anti-communist delegations, and 27 leftist delegations.

Counterrevolutionary dirty name for many these idealistic groups...fact that AMHINT-2 and others were officials of (FEU, the Federacion Estudiantil Universitaria) in Cuba before and during Castro regime...also strive (to) give impression AMSPELL (DRE) serious FJHEARSAY-style group, playing down guerilla image resulting (from) previous AMSPELL publicity campaigns."

"At the close of World War II, the Communist Party of the Soviet Union began a major propaganda and agitation programme through the formation of the International Union of Students and the World Federation of Democratic Youth...The two international bodies formed to rival those sponsored by the Soviet Union were the Coordinating Secretariat of National Unions of Students (COSEC)...and the World Assembly of Youth...Headquarters' guidance, planning and operational functions in the CIA youth and student operations are centralized in the International Organizations Division of the DDP."

On 10/17/59, Cubela was elected head of the FEU (Federacion Estudential Universitaria), and served for about a year. "The FEU was affiliated with both the International Union of Students, part of the Communist-controlled World Federation of Democratic Youth, and with the Coordinating Secretariat of the National Union of Students (COSEC), the free-world international students' organization."

11/19/63 memo re the literacy seminar scheduled for Dec. 12-22: "In line with HBEPITOME policy of strengthening ZRAFRAID's national and international prestige HBEPITOME agents in the FJHEARSAY supported ZRAFRAID's request and the FJHEARSAY subsequently approved the program."
