Re 1961: Antonio Veciana claimed that "early in their relationship in Miami, Bishop asked Veciana to monitor the activities of an anti-Castro operation called 'Cellula Fantasma'. Veciana said that he attended a few meetings of the group and described the operation as a leaflet-dropping-mission over Cuba which involved known soldier of fortune Frank Fiorini Sturgis. Veciana said he did not know why Bishop would have been interested in the operation, but the committee reviewed files which confirmed the existence and mission of the group, and the involvement of Frank Fiorini Sturgis at that time."

1/15/62 dispatch from Chief of Station, JMWAVE to Chief, WH. "This memo is forwarded for Headquarters' information. Headquarters will be able to judge better than WAVE the accuracy of this resume of the Operation Fantasma. It corresponds fairly closely with what WAVE has been able to learn of Operation FANTASMA through REDACTED, but with the addition of new 'members of the cast' such as Paul BETHEL and Gerald DEBERLEY. WAVE does not intend to 'bail out' this fraud on the part of an organization with which WAVE has no connection and desires none..."
