During 28 Aug telecon Mrs. EVLUSH-1 told Rigaud that Masferrer should be Haitian waters since he departed unidentified base on 22 or 23 Aug. 3. Rigaud plans hire air recon to search Siete Hermanos Islands if Garrido fishing boat recon fails make contact 28 Aug. Pilot is undisclosed American who has unarmed B-25 in San Juan. (Comment: Gen Vinas Roman has refused to provide DR base from which this aircraft can operate). Pilot will make search 29 Aug in light comm registered SNTO aircraft. Rigaud emphasized fact Cubans would not be permitted land DR. 4. Current tentative plans call for infiltration EVLUSH-1 force from at seas South Quanaminthe on or about 30 Aug or in time assault Ft. Liberte 31 Aug. With success Cubans would land from Manzanillo Bay, and then support EVLUSH-1 attack on Quanaminthe unless enemy proves formidable during Ft. Liberte fight. In latter case EVLUSH-1 would skirt Quanaminthe and occupy high ground vicinity Cerca la source. B-25 pilot could then support EVLUSH-1 ops. 5. This juncture CO called Rigaud on past and present claims re Carice pocket stating these never existed and branding most claims as gross exaggerations...(Comment: While CO questioned present Carice pocket the point was dropped when Rigaud threatened to prove it. 08/04/64, Cable from Santo Domingo to Director: Slugline DIR WAVE CITE SDOM 3269 (SHRYOCK ACTING): "1. Philip R. Nicotra saw 33 foot speed launch 'Marlin' from Miami at La Romana, Dominican Republic, on 31 July. It powered by two Chrysler engines, equipped with radar, and loading enough food and gasoline for two to three week trip. Registration number illegible. Crew member said boat recently purchased at Air Force General Luna and it being delivered to him in SDOM, but SDOM only 60 miles from La Romana thus large amounts of food and fuel not needed for trip. Fluvio Mella, Dominican acquaintance of Nicotra, said had seen same boat in Puerto Plata 29 July and that crew members all Cuban. 2. EMGEM-1 (IDEN) asked Stracker 3 August if he aware extent Cuban activities Dominican Republic. Stracker answered that he knew something was up but had not investigated details. EMGEM-1 said Air Force and Navy helping anti-Castro Cubans here and had been given 'green light' to do so. When Stracker asked if green light came from EMOTH-12, EMGEM-1 said EMOTH-12 had been asked to keep his eyes closed to what went on; that green light had come from up north, and Fidel would be in trouble this year because there would be many raids handled in such a manner that no one could prove who generated them. He then spoke knowingly of recent attacks carried out in Cuba and of Manolo Ray's travelling around Caribbean. Thinks Ray may be coming here soon. It apparent that he, at least, believes U.S. has arranged for Dominican military support of Cuban exiles and is planning extensive raiding from Dominican bases this year. 4. In early Feb., EMHIDE-1 had similar report that Haddad suspected Castro agent reporting on Punta Presidente operation."
