11/26/63: Cable from Lima to Director: "Following receipt Ref A and before receipt instructions disregard same contact made with DUEMPTY-1. He provided O Farrell copy cable delivered Celso Pastor which coincides with info in Ref C. DUEMPTY-1 later advised that his service had intercepted and transcribed half hour phone conversation from Ulloa to Celso Pastor de la Torre made on 22 Nov. Principal points conversation as reported by DUEMPTY-1 to O Farrell were: 1. Ulloa's suggestion that Pres Belaunde be first Latin American Pres to announce he to attend funeral, and 2. AMB-designate pastor should post one coming to Washington for couple of months since switch ambassadors at this time might prove awkward. Ulloa also indicated to pastor he intended phone Pres Belaunde or FORMIN Fernando Schwalb same day. DUEMPTY-1 did not know whether this conversation took place. C/S Comment: *Re ODACID (U.S. State Department) security interview Emanuel Ulloa."
