HSCA staffer Leslie Wizelman's notes from her request to the CIA indicates that DTRACCOON was the cryptonym for the International Institute of Labor Relations.
05/05/60, Cable from San Jose to Director: "1, COS had unscheduled meeting with HUMAIL 4 May. HUMAIL said that he and Betancourt were successful in settling differences between Sanchez Arango and Tony Varona. HUMAIL favors unity between latter two and AMWAIL and Felipe Pasos. 2. HUMAIL believes governments in exile are out-moded and suggests that international recognition would be difficult at this time. Instead he favors a clandestine government but would not say where it should be located. HUMAIL believes Fidel Castro not yet ripe for ousting because he still has considerable mass support. 3. Pres Betancourt told HUMAIL that U.S. Government now wants to take measures against Trujillo. HUMAIL willing to forget Nicaraguan problem for present time in order to apply his full efforts against Trujillo. HUMAIL asks in what way he may cooperate. 4. COS has scheduled lengthy DTRACCOON talks with HUMAIL on 9 May. Since subjects discussed foregoing paragraphs certain to be on HUMAIL's mind, request Headquarters instructions by COB 9 May at latest. 4/27/62 cable from Director to Mexico City re meeting planned between Enno Hobbing (GPAZURE) and Al Wichtrich (LIHUFF-1) in New Orleans. See 104-10175-10060, p. 2: This apparently stemmed from a 1/25/62 letter from Wichtrich to Hobbing asking for his group's funding for a Mexican group involved in fighting communism.

8/20/64 cable from Mexico City to Director: "Tichborn (Henry Preston Lopez) ETA Wash now Oct 25 and will make contact indicated (DIR 53655). Aside from general discussions QRMINE and QRMANTLE Tichorn expected to discuss following specific items: LIKULAK contract and change in cover funding for QRMINE. LIKULAK still wants better assurance than DTRACCOON (note: marginalia shows "IILR", the initials for the International Institute for Labor Relations) as signatory to contract...Tichborn sent letter to Thomas, bringing prospectus, and three copies (for) QRMANTLE airmailed pursuant to (DIR 56520)."
