Discussion:
A cable from JMWAVE on May 6, 1964, mentioned that AMHINT-2 had been requested to pick up a resident visa in Caracas prior to May 5th. A handwritten note stated "file: CIWREN-2". This cable was included in Salvat's CIA file. Therefore, it is possible that CIWREN-2 was Juan Manuel Salvat Roque, and was used when he was in Venezuela.

09/16/65: Dispatch from COS, JMWAVE to Chief, WH (Info: COS, Caracas): Subject: DYVOUR/PBRUMEN/AMSPELL/Operational AMHINT-2 Trip to Caracas: "1. Subject, Identity A, recently visited Caracas for the purpose of obtaining his residence visa and while there was in contact with the local AMSPELL (DRE) delegation as well as with representatives of the major student political groups at the Central University in Caracas (UCV). AMHINT-2 (Juan Manuel Salvat Roque) was particularly interested in promoting a productive working relationship between AMSPELL in Caracas and Identity B, which appears to be a new Christian-oriented group organized to provide Liceo students with courses and seminars in fighting communism. A copy of the Identity B brochure is being forwarded under separate cover No. 1. 2. On his return, AMHINT-2 reported on the present composition of the local AMSPELL group. He indicated that Identity C, who first joined AMSPELL in 1960 in Cuba and who recently arrived in Venezuela from Santo Domingo, has replaced Identity D as leader of the group. A list containing the names of the other members of the delegation, as well as a brief description of their AMSPELL duties, is also forwarded under separate cover, Attachment No. 2. 3. At present, the AMSPELL group in Caracas is concentrating its efforts on working with Identity B and in maintaining good relations with the press in order to carry out propaganda at the least cost with such groups as the Jose Marti Patriotic Club and the UCE. 4. The AMSPELL delegation is in contact with a number of student political leaders not only at UCV but at several of the other universities. These contacts include Identities E, F, G, H and I. Sylvia B. General: During the period under review, AMHINT/2 (Juan Manuel Salvat Roque) visited Caracas and turned in a report on the university situation in that country which was submitted to Reference...b. Miscellaneous press clippings and press releases are also forwarded under separate cover, Included is an article by AMHINT/2 on the student discontent in PBRUMEN (Cuba) which appeared in Identity B.
