12/06/67: Dispatch from COS, Caracas to Chief, Western Hemisphere Division: Subject: Operational/AMCLEVE-15: ..."2. What we are not trying to do is to make a CIGOAL-1 or AMOT-260 out of AMCLEVE-15 (Luis Posada Carriles); that is, put him on the payroll as an adviser to CIRASH-4 (Erasto Fernandez Betancourt, director of DIGEPOL). We want to be very clear on this point, since this may be the cause of Headquarters' concern. His role will not be advisory. AMCLEVE-15 is to be used to obtain counterintelligence information to protect the Station and its operations and to get for us that portion of the intelligence available in CIRASH (Venezuelan police agency DIGEPOL, which was transformed into the intelligence organization DISIP in 1969) which is not made available to the Station via the liaison channel..." - - - 2022 release, page 121: https://documents2.theblackvault.com/documents/jfkfiles/jfk2022/104-10178-10154.pdf
