CANDARE-3 appeared in the HARVARD (a broad program of operational aid, resettlement and rehabilitation of defectors, agents, and agent-trainees) Monthly Resettlement Summary for October 1962, December 1962, and January, 1963. CANDARE-3's case officer was Reinbold. IDENTITY-266 was CANDARE-3's son and Reinbold was also his case officer. A dispatch on January 17, 1963, from Chief, Munich Operations Base, mentioned that CAGENERAL-18 (Martha Tetzner) had "been assigned responsibility for the receipt of mail from CANDARE-28 (BOB)." BOB was Berlin Operations Base. The dispatch added that "this address has not been active during the past project period; therefore, BOB will be requested to advise if we should continue to utilize her services in the expectation that future correspondence will be forthcoming from the CANDARE operation."

The project currently includes 13 live letter drops and 10 post office boxes. A list of the currently employed live letter drops and the operations they support is attached to the project renewal.
