06/06/54: Cable from Withheld to Director: Slugline RYBAT PBSUCCESS: FROM PIVALL (probably David Morales): "1. 14 men left afternoon and night 4 June for CAESAR and small towns like Almolong and Salcaja and hamlets surrounding CAESAR. 2. All men are trained in SAB and weapons. Each briefed individually on responsibilities for organized action CAESAR. 3. Colonel Candido Cuyuch; a member of above group, will contact Luis Dominguez, CAESAR star member, briefing same on CAESAR ops. 4. Above members not part of T/O here. Group entered WSHOOFS (Honduras) black and could only remain short period. 5. Col Cuyuch and members furnished details from CAESAR DZ. Coordinates already cabled and overlays pouched. Priority D-day should be second in line to receive supplies. GOSS (Coban, Guatemala) first. 6. Group carried one LMG, one SMG and five pistols to be used for instructional purposes. 7. Two other members being maintained and are to be utilized as couriers to inform star member when supply drop can be expected. Both will be dispatched two days prior D-day."

06/08/54: Memo for the record: Subject: PBSUCCESS Future: "1. The Bissell memo essentially recommends five activities. a. Harassing and sabotage ops immediately using WSHOOFS (Honduras) assets; b. Moving RROs into place; c. Moving organizers into place; d. PP program aimed at the Army; and e. Supplying internal material needs by air drop. 2. The above steps conform essentially with the views of LINCOLN (CIA's Guatemalan covert operations headquarters, a forward base in Florida)...A. Organizers: (1) There are a total of 16 organizers to be moved; 4 plus a coordinator for the capitol, 8 for areas other than the capitol, e.g., Caesar, Goss (Coban, Guatemala), Bond (Puerto Barrios), Hank (Zacapa, Guatemalan Base), Frank (Jutiapa, Guatemala), etc. and 3 to the Gravy areas surrounding the capitol...B. Radio Operators: One radio operator left on 27 May for his post at Caesar. The SEMANTIC (probably Domingo Goicolea Villacorta) episode, however, occurred before delivery of his set and other gear could take place so that efforts are still being made to enable him to become operational...D. Special Teams: On 4 June 14 men with enough equipment for instruction purposes were dispatched to the Caesar area to do some organizing and instruction..."

Gear he took from TEGU in DTFROGS (El Salvador). (REDACTION) ADAM (Guatemala City) organizer was to take it in if possible, if not radios 2 RS one's will be kept in DTFROGS in case radios cannot be passed in ADAM by Marco to Two ADAM ROS. Will attempt infiltration from DTFROGS. 2. Papaya plan, crystals, pads and radio to be passed by Marco to Eufracio for delivery to CAESAR RO according to contact plan pouched to WSBURNT and LINC by Ontrich. RO planned contact and stay with (REDACTION) in CAESAR...5. WSBURNT station to pass one more RS 1 to RO CAESAR, one to NR 1 RO ADAM, one to NR 2 RO ADAM complete with plans, pads and crystals one spare RS 1..."
