The oath required Phillips, among other things, to attest that "by virtue of my duties within the BYEMAN Security and Control System, I have been the recipient of information and intelligence which concerns the present and future security of the United States of America...I will never divulge, publish or reveal by writing, word, conduct, or otherwise, any information relating to BYEMAN activities, without the express written consent of the BYEMAN officer or his authorized representative."
