03/22/61: Cable from Buenos Aires to BELL: "1. SUBJ held 90-minute MTG with Frondizi 21 Mar after previous MTG with Dulit Goni. Intimated Frondizi had offered material support anti-Castro rebels and SUBJ promised he would deliver message in person soonest. Refused BUEN offer to transmit message secure channel and stated he returning early flight 24 Mar direct to ZRMETAL (Washington, D.C.). 2. Palacios has refused debate challenge by published letter, and SUBJ now engaged newspaper polemic with him. Leading figures, including Palacios and Manrique, have turned down Noticias Graficas invitation and SUBJ dismisses it as newspaper speculation stunt. SUBJ has met with leaders all major democratic parties, has appeared on (unintelligible) 20 Mar, is appearing daily on BIEBONY radio program, and has received ample newspaper publicity. 3. SUBJ indicated he would resume tour, at least through Central American countries, after delivering Frondizi message. Showed particular interest in visiting Honduras. WRM applied for visa 22 March. We are forwarding herewith BIOGENESIS report No. 2467, dated 26 October 1961, which is being forwarded in the event that the contents are not already known to you. 2. The report concerns a letter sent by the Movimiento Revolucionario del Pueblo (MRP) to Dr. Jose Miro Cardona setting out the MRP's conditions for participating in a revolutionary council. Carlton S. Recart."

The activities described above merge nicely with Subject's overt activity of issuing courtesy visas and taking care of persons invited to visit Cuba as part of the Cuban Government's friendship program.
