AQUATIC was an Office of Technical Security program that deployed a variety of intrusive techniques from the photo operations to opening mail to creating horrid smells that David Phillips referred to as “Who, Me?”

A series of dispatches sent during the Sept-Nov 1963 between Mexico City and HQ are deemed to be "irretrievable".
