Definition:
Unknown identity. In a June 1965 CIA cable AMWEST-1 admitted his involvement with the AMLASH group in Cuba. Furthermore, AMWEST-1 was described in a March 1966 cable as an intimate friend of Rolando Cubela Secades.

Discussion:
AMWEST-1 was also described as a friend of Ramon Guin Diaz, Jose Luis Gonzalez Galarreta and Alberto Blanco, who also went on trial as part of the AMLASH conspiracy plot against Castro. AMWEST-1 was approached by the CIA in April 1965 with a view to being recruited. AMWEST-1 agreed to cooperate but following his August 1965 trip to Paris, withdrew from this commitment. In addition, Juan Arcocha Barcelo (AMBALD-2) was a contact of AMWEST-1. Furthermore, a dispatch in May of 1966 mentioned that AMWHIP-2 (Juan Ventura Valner) and his wife had not heard anything from AMWEST-1.

06/05/65: Cable from Bern to C/EE 3: Slugline AMWEST: "1. Following are results two hour meet 4 June AMWEST-1. A. First half session spent discussion relative merits periodic contact with CIA and servicing specific requirements. Backing down on previous position taken in last meet and despite case officer's arguments to contrary, A-1 adamant that information he could provide would have little effect on ODYOKE policy makers and still fears compromise if met CIA representative on quasi regular basis. B. Admitted involvement conspiracy with AMLASH group Cuba. Claimed have no details on recent activity but knew either CIA or ODUNIT (U.S. Air Force) had given one AMLASH member silencer for A-3 in 1964 but had refused honor AMLASH request for several thousand dollars expense advance in plot assassinate AMTHUG. C. In attempting show A-1 simple nature CIA demands, CO tried debriefing on general requirements, but A-1 only offered vague, unsatisfactory answers. D. Since last meet, A-1 claimed received permission from Foreign Minister fly Cuba for consulations. (A-1 had applied in Fall 1964 and February 1965). Plans leave family here and spend three weeks Cuba. Now awaiting plane reservations. A-1 appeared have no reluctance make Cuba trip. CO agreed A-2 could call instrument-2 phone number in case emergency. 2. Next meeting with A-1 open. Claiming numerous obligations in forthcoming weeks, begged off pre arranged meet but promised advise when departure date Cuba firm or when had other important information."

03/15/66: Cable from Bern: Slugline TYPIC AMWEST: "1. Milat reports AMWEST-2 said AMWEST-1 was released from hospital 14 March 1966. 2. When taking newspapers to hospital for AMWEST-1, AMWEST-2 told Mrs. Wiggin that AMWEST-1 would be very concerned about the reports on the group convicted of trying to assassinate Castro. AMWEST-2 stated the group were all friends of AMWEST-1. Articles on trials appeared in local papers 8, 9 and 10 March, and listed Roland Cubela, Ramon Guin Diaz, Jose Luis Gonzalez Galarreta and Alberto Blanco as persons on trial. Could Blanco be IDEN with El Loco who visited AMWEST-1. 3. Suggest Manganello attempt contact AMWEST-2 to determine AMWEST-1 reaction to trials. Advise." Handwritten note: "Wiggin wrote report on Wiggin' wife and AMWEST relationship."

03/15/66: Cable from Director to Bern: Slugline TYPIC AMWEST MHAPRON: "1. AMWEST/2 letter received Washington, D.C., 14 March covered following topics: A. Natalia (Bolivar) Arosteguid returned to Paris 7 March. B. During phone conversation with A/2, Bolivar commented one Germinal (Garcia) present Europe since November and is close friend Major Guillermo (Jimenez). No HQs traces Garcia. C. Newly appointed Vice Minister Foreign Affairs, Antonio (Carrillo) Carreras, ordered change personnel, and A/1 family anticipating replacement. Dr. Gerald (Simone) possibly being sent Paris. HQs traces reveal Dr. Gerald (Simon) Escalona, a Director of Ministry Public Health, headed medical mission to Algeria for five months (June to October 1963). D. A/2 stated holds further information possible interest but afraid include in letter. Also ceased writing A/3. 2. Wish Manganello pursue details of 1 (A) and 1 (B) above, and reassure A/2 security in use mails. Currently marginal AMWEST effort even more dubious if A/2 will not frequently forward items of interest in full detail. 3. HQs has obtained copy Juan (Arcocha) Barcelo (AMBALD-2) 4 March letter from Paris to mother in Miami. Arcocha arrived Paris 3 March after leaving Bern without waiting for A/1 operation. Believes operation to take place 4 March. States A/1 highly concerned due to arrest Rolando (Cubela) Secades, since they intimate friends. Arcocha comments A/1 likely be recalled. 4. Also request Manganello debrief full A/2 knowledge re Cubela activities and associations. WH/C/Comments: *MANGANELLO advised A/2 that he would be away for approximately one week, but promised to telephone immediately upon his return. **Forwarded requirements for next personal meeting with A/2."

03/16/66: Cable from Geneva: Slugline RYBAT TYPIC INDEVOUT 3 AMWEST: "1. In parenthetical elaboration on para 1 C Ref A statement, INDEVOUT-3 wrote 'In fact, AMWEST-1 is very nervous re subject of Cubela.' 2. Will explore I-3 knowledge A-1 present frame mind at upcoming debriefing."

03/21/66: Cable from Bern to Director: Slugline TYPIC AMWEST: "1. Ref again raises question of AMWEST-1. Station does not think he likely be of value as source, because lack of access, his personality, opportunism, etc., but he must feel more threatened now than at any time in recent past and presumably will be that much more approachable. 2. If AMWEST-1 does not defect of own accord, and doubt he will do so as long as he not ordered home, is HQs interested in defection or recruitment approach? Doubt he would be of any value other than as denial to Cuban Foreign Office, but this alone might serve HQs purposes. There is some chance he has other Bloc contacts including Soviets which would be of interest. 3. Most recent report from Milat source quotes AMWEST-2 as saying 19 March AMWEST-1 has avidly read Herald Tribune reporting on trials and purge and is extremely worried. AMWEST-2 continues to point out to him that all of his friends now are in jail or under heavy suspicion. A line she apparently taking for own purposes because she wants him to defect or resign."

03/29/66: Cable from Director to Withheld: Slugline TYPIC KAPOK MHAPRON AMWHIP AMWEST: "1. Subject Reference A para 3 trace request is AMWEST/1 who approached by CIA April 1965 for recruitment. A/1 agreed cooperate but following August 1965 trip Paris reversed his decision and refused recruitment. (REDACTION) C/O Manganello (M) however has maintained contact with AMWEST/1's wife, AMWEST/2 who has continued be cooperative. M has been requested obtain current assessment AMWEST/1 from AMWEST/2, and if assessment favorable to proceed with recruitment on defection of AMWEST/1 along previously established guidelines. 2. For Rome, France, Geneva: During brief 23 March phone contact with AMWEST/2, M confirmed that AMWEST/1 is upset due recent arrests and purges. AMWEST/2 stated that AMWEST/1 to meet Antonio Carrillo in Geneva soon for talks. AMWEST/1 concerned about possible reassignment since he not particular favorite of Carrillo and was friend of AMLASH/1. 3. For Bonn, Attention Manganello: AMWHIP-2 (IDEN [REDACTION] only) is (REDACTION) asset. His wife of current ops interest due her proposed summer trip to visit sick mother in Cuba, where she may possibly contact high level Cuban military friend on our behalf. Briefly refs surface possibility of danger to AMWHIP/2's wife during trip due probability Cuban authorities and Antonio Carrillo knowledgeable of AMWHIP/2's past business association with AMLASH/1. During 22 and 23 March phone conversation between AMWHIPS and Carrillo, latter guaranteed AMWHIP/2's wife's safety while Cuba. However Carrillo's curious referral of AMWHIPS to AMWEST/1 as contact during his (Carrillo's) absence has raised the question of a possible provocation attempt. This particularly valid since all parties contaminated by past AMLASH/1 association, and due AMWEST/2's statements re current AMWEST/1 - Carrillo relationship. (CONTINUED BELOW).
