Present were AMWAIL-5, Martin, Oscar Diaz, Camino, Joaquin Sanjenis, Sosa and AMEER. Enzel recapitulated Bender requirements and AMCIGAR committees outlined Ref B. General U.S. Government meeting was indecisive but highlighted by recrimination on part of military that trainee standards were not high enough, countered by civilians that they not trying reconstitute regular army. When Enzel persisted talking figures they repeated assurances availability 350-500 bodies from Cuban exiles but demonstrated same Ref B vagueness as to how and when. Enzel advanced 'absolute' deadlines to 7 Sep and repeated Bender Ref B threat. 4. All present took refuge increasing claims AMRASP real strength concentrated inside Cuba and Bender/Smith at fault for not assisting AMRASP to exfiltrate (at variance Ref B). When Enzel pointed out efforts made through AMWAIL-5/AMWAIL-9 (MASH 3941 (IN 35922) to get trainee candidates moving along before new travel restrictions announced, group agreed mass black exfil really needed soonest. Presumably when Bender/Smith provide assets. However, meeting ended with agreement maximum effort next two weeks with other local AMRASP activity secondary..."

09/12/60, Cable from Havana to Director: Slugline RYBAT JMNET AMCIGAR: "On 8 Sept AMWAIL-8 (AW-8) requested that the FOLL be transmitted to AMWAIL and AW-5: 1. AW-9 situation: At the request of a friend of AW-9 who has been coordinator of the 26 July Movement in San Cristobal during the previous regime, AW-9 hid and later took to Varadero two persons - who being sought by G-2 for anti-government activities. The two men were arrested and without being mistreated in any way informed on AW-9. G-2 did not arrest him immediately but had him under surveillance for some time. They arrested him in the house of Dr. Vizcaino, in Miramar. At the time there were in the house two officers who are our friends, Costales and Orta, who had resigned from the army and were planning to leave black from Cuba as soon as AW-9 could arrange it. AW-9 Costales, Orta, and perhaps Vizcaino were arrested. They are in the G-2 Pinar del Rio prison. It appears that AW-9's trial will be held soon. On evening 13 Nov AMWAIL-5 disclosed to MASH officer his knowledge Ray's arrival in Tampa and MASH assumes word will spread fairly rapidly throughout Cuban community. 2. Per telecon Parlett/Manson MASH plans have escort officer drive Ray and wife from Tampa to Miami morning 15 Nov. To minimize publicity MASH will house Ray at a safe site without divulging to him its location until his actual arrival there, probably early afternoon 15 Nov. 3. Surfacing with press conference tentatively slated for 16 Nov. Request ODURGE be informed of this date not later than morning 15 Nov. 11/29/60, Cable from MASH to Director: "1. Nov 28 AMWAIL-5 and AMBRONC-1 briefed Keator Enzel on TRAV trip. Stated trip beneficial both themselves and trainees. Gave latter chance air complaints which were few and gave MILCOM view progress and conditions TRAV. Suggested repeat in three to four weeks. 2. AMBRONC-1 stated most complaints centered two amin issues (1) At present AMCIGAR had not presented troops clear cut ideology on 'why we fight.' and (2) Indications recent assignments TRAV made to appease political groups not by selection based on merit and leadership as was promised troops when sent TRAV. Said had accepted present assignments but expressed desire review future ones. Considered separation and movement teams and strike force excellent but should move FM (REDACTION) for security reasons. 3. AMBRONC-1 praised Lt Col Egan and returned with letter from TRAV sen officers requesting he be assigned as permanent advisor to strike force."

At this time Dr. Justo Carrillo was anxious to produce a defection of Felipe Pazos and Col. Barquin and include them in the Montecristi organization, in which both Goudie and Sanjenis at the time were members."
