"The most creative U.S. scheme to prevent Castro from seizing power in Cuba was put in play by the CIA. The idea was to make use of the Justo Carrillo-led anti-Batista Montecristi Group. This group had been formed in 1952 by wealthy professionals and businessmen in opposition to Batista. Justo Carrillo had been President of the Agricultural Development Bank under former Cuban president Carlos Prio. Exiled in Miami in late 1958, Carrillo sought U.S. help for a plot to free Colonel Ramon Barquin in order to carry out a military coup designed to oust Batista and simultaneously block Castro."
11/26/59: Carrillo resigns as head of BANFAIC (Bank for Agrarian and Industrial Development). Circa second half of 1960: Memo from Twicker (pseudonym for Howard Hunt, see John Newman's Where Angels Tread Lightly, p. 367): "AMWAIL...would not support AMHAWK (Tony Varona)for chairmanship and glad to learn that neither would Twicker...AMWAIL characterized AMEER as trouble maker."
At a 10/27/60 meeting between Paul Manson and AMWAIL in New York, Manson "did not reveal the recently arranged close coordination between ZAMKA (David Morales) and AMWAIL-3 on I & I activities (Intelligence and Information)."

(sic)"
The CRC, formed right before the Bay of Pigs, had the following leaders: Chairman, Dr. Jose Miro Cardona; Board of Directors - Antonio de Varona, Justo Carillo (sic), Carlos Hevia, Antonio Maceo, Manuel Ray, and Manuel Artime.
11/21/61, Memorandum for the Record: "...The leaders of the electrical syndicates are closely associated with Montecristi, according to (Carrillo), and could be utilized to produce sabotage in the electric power system. Six or eight of these leaders of the electrical syndicates had to go into asylum, then go to Argentina, then come to Miami after the January, 1961 parade of 4000 to 5000 electrical workers to the presidential palace to protest. Plans were prepared at that time to blow up electrical plants...The electrical leaders have excellent sabotage plans, says (Carrillo), and still have contacts with the workers in the plants in all of the provinces. A paralyzing blow to Cuban economy could be dealt thru massive sabotage of the electric power system."
