Briefing for Edward Tichborn, 1960: "The Agrupacion Montecristi is a small group composed of wealthy Cuban professionals and businessmen, predominantly lawyers and economists. Established about 1952 after Batista's coup d'etat, it is one of the oldest of the anti-Batista groups and was involved in the April 1956 abortive Army revolt led by Colonel Ramon Barquin." "On 20 July 1958, the Agrupacion Montecristi signed the Caracas Unity Pact (the unification agreement signed by representatives of all the groups in opposition to Batista) and formed a part of the Civic Revolutionary Front (Frente Civico Revolucionario, FCR). During the Batista regime, it served as a support mechanism for revolutionary activity inside Cuba. Its main functions as a support mechanism was to collect funds to finance the revolution and to provide economic and political guidance to the FRC."

AMHAWK will do same in Venezuela...Amalio Fiallo, who associate AMPALM-5/Jose Rasco and was admitted to States under special procedure, is returning Cuba to act as undercover FRD coordinator. While danger to Fiallo obvious, our Cubans feel he fairly safe since his father-in-law currently member Supreme Court. Among Fiallo's missions are contact highest church circles in name FRD, contact and pull together various Christian groupings, collect funds and establish appropriate accounts. Fiallo to return States in about 30 days."

8/30/60 cable: Chief of Station comment: "Gave details re anti-Castro group AMCALL-1 instrumental in forming called (Accion Democratica Revolucionaria)." The cable: "AMWAIL says Amalio Fiallo sent by AMCIGAR from Miami to Cuba at end May 60 to set up AMCIGAR in Havana. Says Fiallo's incorporation new group may reveal inconformity with existing groups or desire be personal representative of new group which may later seek join AMCIGAR. Says Antonio Fernandez Nuevo was President Juventud Catolica Cubana 1957-59 and is of absolute confidence although deficient as organizer. AMWAIL does not know other members new group but comments it seems to be well represented among various universities.

9/23/60 cable from Havana to Director: "Amalio Fiallo Gonzalez who according to AMCALL-1 is on National Directorate with Manolo Ray plans go Escambray in effort (to) organize and coordinate diverse political elements represented there. Once wife and two children out of Cuba, Fiallo will join Escambray fighters and remain there duration...Fiallo of very modest means, well known for organizational ability, helped organize MDC, was close to AMPALM-5, and seen active here in AMPALM-1 and (AMPALM-4) ops..." 10/17/60: Contact Report from Wallace A. Parlett: ..."2. The Cubans said that the AMBANG group is not ready to join AMRASP; the personal and political differences are too great. Most important, however, the AMBANG group's analysis of the mood and desires of the Cuban population shows that the country's future lies in the implementation of the goals of true revolutionists (AMBANG circle) and not with goals long outdated and offering no challenge or appeal to the Cubans. The AMBANG group is, of course, willing to cooperate with AMRASP and will not attack it. Since they are progressing nicely inside, AMBANG wants to establish a counterpart outside. Miro Cardona, Pepin Bosch, Quevedo, AMCHIRP-1 and AMWAIL-2 were mentioned as the most prominent members. They would like and very much need U.S./Parlett support..."

10/26/60: Cable from Havana to Director: NO NITE ACTION BOTH: JMNET: "1. 23 Oct Manolo Ray held meeting national directorate-MRP which attended by AMCALL-1 (Reinol Gonzalez Gonzalez). A-1 reports FOLL statement made by Ray during meeting. A. Major William Morgan had done great deal for MRP, was responsible for obtaining most of weapons MRP has now, and every effort should be made help him. B. Four months are needed prepare ground work here prior any invasion. This view sent AMCIGAR (Frente Revolucionario Democratico - FRD - Executive Committee) rep Miami and AMCIGAR has disregarded advice in favor earlier invasion. Within four months MRP will have 20,000 militants throughout Cuba. Organizational framework presently established all provinces except Pinar del Rio. C. AMWAIL and Angel del Cero have left AMCIGAR and now working primarily for MRP (handwritten: True?). D. Manuel Nieto (handwritten above: ??), who Huber Matos man and among those recently escaped from Morro castle, did not flee to U.S. but working with MRP as chief action and sabotage Habana. Sabotage activity to begin week of 31 Oct. 2. A-1 stated MRP directorate urging Ray escape to U.S. as soon as organizational work here completed. Feel only matter of time until he picked up and executed. MRP manifesto completed and will appear this weekend under Ray signature. Station forwarding copy. A-1 to spend next month Santiago de Cuba.
