Discussion:
A dispatch in January of 1964 mentioned that AMTRUNK-16 was exposed to AMTRUNK-13 and AMAGREE-1 as "Juan Gonzalez." The dispatch also stated that AMTRUNK-16 was single, was a Cuban citizen, aged 41 years, who had "participated in Operation AMTRUNK VI in December 1963 and his up-to-date knowledge of the infil/exfil area from which he fled in late October 1963, proved invaluable on this mission." It was also noted that AMTRUNK-16's role was similar to AMTRUNK-7, and that he would have received paramilitary and maritime training. Moreover, a dispatch in October, 1964, described Frank Fundora Fraga (mentioned above) as an "administrator and past owner of salt works on northern Cinco Leguas Key, NE Matanzas Province." Furthermore, this dispatch went on to describe AMTRUNK-16 as being "invaluable for his intimate knowledge of the many canals, lagoons and mangrove areas in the operational sector. He has lived his entire adult life, well over 20 years as a fisherman and virtual hermit in the Bay of Santa Clara area but his knowledge is of the sea rather than of the land areas."

Fundora is married to Ramon Diaz Torres, the daughter of Oscar Diaz above. Fundora has 3 brothers; Amador; 43, who works in the Salina (salt works) in the Cinco Leguas area north of the Bay of Santa Clara; Ramon, 40, who is a deck hand on the tug boat 'Moraima', of which the father of AMTRUNK-8 is captain; Roberto, 31, a laborer in the Ministry of Public Works in Matanzas Province..."

10/26/64: Dispatch from COS, JMWAVE to Deputy Chief, WH/SA: Subject: TYPIC/MHAPRON/AMTRUNK Operational/After-Action Report, Operations AMTRUNK IX, 3 - 9 October 1964: ..."The four-man infiltration team was made up of AMAGREE-1, the team leader; AMAKA-1, radio operator; and AMTRUNK-16 and -20, guides...5. The team sent its first message to the base (Reference A) at about 1150 hours that morning, 4 October, stating that they had arrived at their intended destination and that there were several aircraft flying over the area that morning. The message also stated that AMAGREE-1 and AMTRUNK-16 would attempt to make their primary contact, IDEN A, that day (Page 9: Frank Fundora Fraga: Administrator and past owner of salt works on northern Cinco Leguas Key, NE Matanzas Province)...IDEN A, however, is a long-time friend of ANTRUNK-16's)...AMTRUNK-16 recognized IDEN E (Page 9: Mario Alvarez Cabrera: Fisherman, Canal de Genovez, Cinco Leguas Key) by sight as a local fisherman and IDEN E seemed to recall AMTRUNK-16 vaguely...AMTRUNK-16 and -20 followed IDEN F (Page 9: Luis Carbera aka Sin Espata (?): Fisherman and militiaman, Canal de Genovez) in the team's chapin at a safe distance to check his movements...AMTRUNK-16 is invaluable for his intimate knowledge of the many canals, lagoons and mangrove areas in the operational sector. He has lived his entire adult life, well over 20 years as a fisherman and virtual hermit in the Bay of Santa Clara area but his knowledge is of the sea rather than of the land areas. In the future, AMTRUNK-16 will not be called upon as an overland guide. His duties will be confined strictly to that of boat guide."
