Definition:
Unknown identity. Luis Balbuena was a contact of AMTORRID-4 at Guantanamo Naval Base in 1961. Moreover, in January, 1963, AMTORRID-4 reported on Julio Aton Constanzo Palau in New York City, and his threats to commit sabotage.

Also, an AMWORLD contact report (probably written by AMYUM-19) in January of 1964 stated that AMTORRID-4 and Chinea were having trouble with the rest of their infiltration team and expressed a desire to have another assignment. AMTABBY-42 was attempting to settle the problem but was absent on 12 January. The two took advantage of AMTABBY-42's absence to go AWOL from the Guillot camp. The end result was that "the two were subsequently transferred to El Tortuguero and then to an isolated house in the jungle to await disposition of their case."

Index card states: "Balbuena, Luis; Res: Guantanamo." The report probably came from "201-208451" on 8/2/61. "Contact of AMTORRID-4. No further info." Marginalia then states: "Content: Through Mr. Luis Balbuena, made direct contact through Commander Finney (note: Clear reference to Harold Feeney) and Lt. Murlok, and was a member of Operation BETTY. (NOTE: Almost certainly a reference to Operation PATTY, which was planned to take place on 7/26/61). All records of his activities in Guantanamo Base."

Contact Report, 1/29/64, apparently written by AMYUM-19: "The story of the affair is as follows: AMTORRID-4 and Chinea were having trouble with the rest of their infiltration team and expressed a desire to have another assignment. AMTABBY-42 was attempting to settle the problem but was absent on 12 January. The two took advantage of AMTABBY-42's absence to go AWOL from the Guillot camp. (Editor's note: Probably named after Guillot/AMBRONC-5) (After they capture), the two were subsequently transferred to El Tortuguero and then to an isolated house in the jungle to await disposition of their case."
