Manuel Suarez Carreno.
Status:
Documented
Discussion:
In a report on a meeting with AMTHEO-1 on September 6, 1963, marginalia stated Manuel Suarez Carreno was A-1. The report stated that AMTHEO-1 was in a civics action group called "Accion Cubana", of which he was one of the five directors. AMTHEO-1 met Manuel Artime (AMBIDDY-1) through their involvement in this organization. AMTHEO-1 stated that Artime was a member of the Communist Party when he was 17, and the former feared that some of the ideological teachings had remained with the latter.

A dispatch from Stanley R. Zamka (David Morales) in July of 1961 stated that Base WAVE traces on Manuel Suarez Carreno "revealed only that he is (or was) a member of the Christian Democrat Movement in Cuba. In a Base WAVE memorandum for the record, Subject was contacted and spoke to AMCRACKLE-1 (probably James Joseph O'Mailia) in July 1961." Suarez no longer lived in the WAVE area.

On a routing slip to Carl Trettin on September 11, 1963, Henry D. Hecksher (then assigned to the AMWORLD project), requested of the former "could you ask AMTHEO-1 for the loan of AMBIDDY-1's tape recording? What is the basis for his belief that A-1 belonged to the CP (note: Communist Party) (membership or leanings)?"

An AMWORLD memo from Henry Hecksher on September 20, 1963, on the subject of Manuel Suarez Carreno, stated that Suarez "belongs ideologically to the extreme right. He is an honest, serious man and a hard worker. He has come under the influence of Juan Antonio Rubio Padilla, health minister during the Prio administration (editor's note: Rubio Padilla was a chief lieutenant of William Pawley aka QDDALE)." Padilla firmly believed that AMBIDDY-1 was a Communist. The memo also noted that Suarez/AMTHEO-1 "considers President Kennedy a communist sympathizer, but refuses to follow Padilla in believing that A-1 himself is a communist."

104-10271-10224: DISPATCH: SUBJECT - OPERATIONAL/JMATE/KUDESK. MANUEL SUAREZ CARRENO

7/20/61 Dispatch from Chief of Base Stanley Zamka/David Morales to Chief, WHD: "Base WAVE traces on Subject revealed only that he is (or was) a member of the Christian Democrat Movement in Cuba. In a Base WAVE memorandum for the record, Subject was contacted and spoke to AMCRACKLE-1 in July 1961. There was no information as to the discussions held between A-1 and Subject. Subject no longer resides in the WAVE area. According to AMBLINK-1 (probably Jack Stewart) who made the local investigation, the brother of Carlos Gaston who resides at 424 Surfside, Miami Beach, told AMBLINK-1 that Suarez had moved to 5421, 16th Avenue, Apartment 201, Hyattsville, Maryland and has telephone number WA-70360."

104-10241-10051: REPORT - MEETING WITH AMTHEO/1, WITH ROUTING SLIP

9/6/63, meeting with AMTHEO-1 (marginalia states "Manuel Suarez Carreno"), Charcoal Grill restaurant, Alexandria, Virginia; case officer Gerald R. Lapsley as Carl Teels. "...AMTHEO-1 first met Artime when Artime was (illegible) and belonged to a civics action group called 'Accion Cubana', of which AMTHEO-1 was one of the five directors...According to AMTHEO-1, Artime belonged to the Communist Party in Cuba at the age of 17, and he fears that some of the theoretical teachings of the party have stuck with him. AMTHEO-1 was aware that Artime was receiving financial backing of major proportions and said that he had no idea where it was coming from. AMTHEO-1 is a very knowledgeable man and I firmly believe he is sincere and honest."

104-10241-10036: ROUTING SHEET/ASK AMTHEO/1 FOR LOAN OF AMBIDDY-1'S TAPE RECORDING

9/11/63 routing slip from Henry Hecksher to (Carl) Trettin, EOB: "Could you ask AMTHEO-1 for the loan of AMBIDDY-1's tape recording? What is the basis for his belief that (AMBIDDY-1) belonged to the CP (note: Communist Party) (membership or leanings)?" See 104-10181-10113, page 3, where Art Dooley in 1967 says that he recently conferred with "Carl Trettin, Deputy Chief of the Counterintelligence Branch of the Cuban Operations Group who...was stationed in New Orleans in (late 1963)."

104-10241-10031: MEMO/AMWORLD MEETING/MANUEL SUAREZ CARRENO

9/20/63 AMWORLD meeting in New York, Subject Manuel Suarez Carreno: "According to AMBIDDY-1, (Suarez) belongs ideologically to the extreme right. He is an honest, serious man and a hard worker. He has come under the influence of Juan Antonio Rubio Padilla, health minister during the Prio administration (editor's note: Rubio Padilla was a chief lieutenant of William Pawley aka QDDALE). One of Padilla's pet theories is that AMBIDDY-1 is a communist, in fact that AMBIDDY-1 is 'one of the masterpieces of international communism.' AMBIDDY-1 has been so well groomed by the communists that after receiving indoctrination, they had him study psychiatry and infiltrated him into the Catholic University...(the communists) ordered AMBIDDY-1 to betray the invasion (at the Bay of Pigs). Communist sympathizers, among them President Kennedy, Secretary of Defense McNamara, Director of CIA McCone saved AMBIDDY-1's life. Padilla exercises considerable influence over (Suarez/AMTHEO-1) who considers President Kennedy a communist sympathizer, but refuses to follow Padilla in believing that AMBIDDY-1 himself is a communist...AMBIDDY-1 considers Padilla a mentally sick person; having married his cousin; all his children suffer from an incurable disease which kills them at a certain age. This has given him a guilt complex, especially since he had been forewarned not to marry his cousin."
