A dispatch in October of 1963 stated that AMTERRY-1 had been informed by an unidentified member of JURE that AMBANG-1 (Manuel Ray Rivero) had signed a mutual assistance pact with a Haitian exile group for the purpose of attempting to overthrow the Haitian government.

Sept-Oct 1963: AMTERRY-1 Production on activities of AMBANG-1/Manolo Ray: "On 9/13/63, AMTERRY-1 was told by an unidentified individual in the AMBANG-1 organization (note: AMBANG/JURE) that sometime during the latter part of August, 1963, AMBANG-1 had signed a document of mutual assistance with a Haitian exile group with the purpose of overthrowing the Haitian government...on 10/2/63, AMBANG-1 reported that according to AMLEMON-1/Eric Marcos, AMBANG-1 was in the JMWAVE area on 29 September after having visited Venezuela, Costa Rica, Honduras and Panama, where he tried to obtain support for operations against PBRUMEN. Costa Rica and Panama expressed support for AMBANG-1 planned commando activities, however stated that they would admit no more than 15 of AMBANG-1 personnel into their respective countries at any one time. On the other hand Panama and Costa Rica authorized AMBANG-1 to bring in as many men as he wished, with the proviso that they do not remain in those countries for longer than 15 days"...

On 2 October AMTERRY-1 reported that according to AMLEMON-1, AMBANG-1 was in the JMWAVE area on 29 September after having visited Venezuela, Costa Rica, Honduras and Panama, where he tried to obtain support for operations against PBRUMEN.
