5/22/62 dispatch from Chief of Station, Panama to Chief, Task Force W: "On 20 May 1962, AMTEASE-1 brought to the attention of the Station, a letter received from his AMBUD headquarters...the letter asks AMTEASE-1 to submit soonest names and biographic data on local individuals who would be willing to enlist in a "commando action" group. The letter also states that this affair is top secret and orders that the letter be destroyed." The following page is addressed to "Heriberto Corona" in Panama, and asks him to perform the tasks detailed above.

Plans replace AMTEASE-1 with Jose Julio Fernandez who was sent (to) Panama City to back-up AMTEASE-1 and try (to) improve AMBUD relations with (Cubans) that area. Fernandez has found it impossible (to) work with AMTEASE-1 and returned WAVE area."

12/10/62 cable from Chief of Station, JMWAVE to Chief, Task Force W: "JMWAVE assumed from its meeting with AMHINT-53 on 16 November that AMSPELL was making preparations for a break with (CIA), although AMSPELL was holding off on a decision until word came of results of discussions by the AMSPELL leadership with Headquarters officers. Some support for this assumption came from Chief of Station, Panama City...who obtained information from AMBARB-34 through AMTEASE-1 of a secret letter sent by AMSPELL to AMBARB delegates approximately 15 November 1962. This letter apparently laid for recalling AMBARBs in early December."

Penvick documented under an alias...Since any intimation AMBIDDY-1 presence here would be certain to kick off witch hunt by VAN, PDP, HYSAGE-1 and associates, believe it vital that AMBIDDY-1 be disguised and that his and AMJAVA-4's documentation not repeat not be of Nicaraguan origin or show travel to or from Nicaragua. AMBIDDY-1 should understand that he and AMJAVA-4 must avoid any contact whether with AMTEASEs or other such persons before, during or after projected meetings..."
