12/7/61 cable from Director to WAVE: "BGACTRESS/International Organizations Division has received copy of letter from Heriberto Corona, AMBUD/CRC Panama representative, inviting Jose Figueres to attend opening of "Escuela de Capacitation Democratica de Panama" 26 November...school (is) patterned after one in Costa Rica in whIch (International Organizations Division) has interest."

12/13/61 cable from WAVE TO Director: "AMBUD-1 reports that...Escuela is directed by AMBUD delegate Heriberto Corona Mendez. Membership principally Panamanian; no funding from AMBUD."

5/22/62 dispatch from Chief of Station, Panama to Chief, Task Force W: "On 20 May 1962, AMTEASE-1 brought to the attention of the Station, a letter received from his AMBUD headquarters...the letter asks AMTEASE-1 to submit soonest names and biographic data on local individuals who would be willing to enlist in a "commando action" group. The letter also states that this affair is top secret and orders that the letter be destroyed." The following page is addressed to "Heriberto Corona" in Panama, and asks him to perform the tasks detailed above.

6/19/62, PASSAVOY Memorandum for the Record No. 359: "Another delegate to depart soon for Panama, where he will assist the present delegate, Mr. CORONA, is Jose Julio Fernandez. This man is being sent particularly to bring about harmonious relations with the Cuban exiles in Panama whom Corona seems to have antagonized. Fernandez has a way of bringing people together..."

7/19/62 cable from JMWAVE to Director: "AMBUD-1 does not plan (to) recall AMTEASE-1. However does plan send additional delegate, Jose Julio Fernandez, who described as friendly, congenial and good mixer. Has been AMBUD delegate in Costa Rica. Hopes Fernandez (will) be able (to) improve relations with (Cubans) in Panama City, which AMBUD-1 feels not well-handled by AMTEASE-1."

9/11/62 cable from Panama City to Director, marginalia in right corner states: "AMTEASE-1 or Panama (Deleg.)": "Potentially embarrassing situation developing AMTEASE-1 ref program basis of which are publications requested...Program scheduled to close 15 October and presently impossible (to) proceed without publications. Press criticism thus far limited A-1 delay in delivery publications. Please advise."

9/15/62 cable from JMWAVE to Panama City: "AMBUD-1 informed WAVE that he now plans withdraw AMTEASE-1 as AMBUD delegate (in Panama City) due (to) daily complaints he receives from (Cubans in Panama City) about AMTEASE-1. Plans replace AMTEASE-1 with Jose Julio Fernandez who was sent (to) Panama City to back-up AMTEASE-1 and try (to) improve AMBUD relations with (Cubans) that area. Fernandez has found it impossible (to) work with AMTEASE-1 and returned WAVE area."

12/10/62 cable from Chief of Station, JMWAVE to Chief, Task Force W: "JMWAVE assumed from its meeting with AMHINT-53 on 16 November that AMSPELL was making preparations for a break with (CIA), although AMSPELL was holding off on a decision until word came of results of discussions by the AMSPELL leadership with Headquarters officers. Some support for this assumption came from Chief of Station, Panama City...who obtained information from AMBARB-34 through AMTEASE-1 of a secret letter sent by AMSPELL to AMBARB delegates approximately 15 November 1962. This letter apparently laid for recalling AMBARBs in early December."

9/21/63 cable from C/SAS/5 to Panama City: "...initiating search for suitable safehouse (Panama City) area. Best prospects are furnished homes rented for 60-90 day periods by persons vacationing...Because of local requirements renter should be local staffer such as Cornelius L. Penvick documented under an alias...Since any intimation AMBIDDY-1 presence here would be certain to kick off witch hunt by VAN, PDP, HYSAGE-1 and associates, believe it vital that AMBIDDY-1 be disguised and that his and AMJAVA-4's documentation not repeat not be of Nicaraguan origin or show travel to or from Nicaragua. AMBIDDY-1 should understand that he and AMJAVA-4 must avoid any contact whether with AMTEASEs or other such persons before, during or after projected meetings..."
