David Phillips report: Radio Havana announced on May 12, 1965 that "31 counter-revolutionaries, members of a CIA espionage network" had been arrested. "Of the 14 actually named in the broadcast, WH Division identified six who had worked with Juan Bautista Perez Luis (AMTAUP-10), chief gardener at the naval base and principal agent for CIA."

11/29/63 C/SAS/MOB A.A. Maloney to JMWAVE: "Regret records AMTAUP-10 being recalled to HQS from vital documents repository(?). HQS approves OWVL training completion rush factory LCFLUTTER of AMTAUP-10. AMTAUP case discussed with Secretary ODOATH/Navy who agreed let (CIA) continue op. Details of agreement being worked out will advise. POA AMTAUP-11 expired 3 Oct...for reinstatement purposes request PRQ II."

11/21/63: AMTAUP-10 instructed to get rid of oil additives and tire arrows sent to him Sept 1963. "A-10 savvy and discreet individual who aware (of) his sensitive position and realizes his YOACRE job could be at stake if detected in intel ops by ONI or he accused of being AIS (American intel service) agent by GOC...Station plan for net development follows: Wish (to) have independent Camaguey net thru YOACRE third party trainer with access to Camaguey...WAVE considers A-10 and his existing contacts most promising means at present time (to) improve coverage of Oriente and Camaguey provinces."
