Written by "Station Mexico", apparently in 1962: "Since around January 1960, Station Mexico has been involved in 11 defections and 'recruitments' of Cuban officials, mostly from the Cuban embassy in Mexico City. The most important of these was by Jose Pardo Llada, who was not an official and not from the Embassy, but was next to Castro himself, the most popular voice among the Cuban masses...besides Jose Pardo Llada, the above-mentioned defections - all successful KUWOLF actions - included: A. Manuel Villafana Martinez - Cuban air attaché; B. Jaime Varela Canosa - Cuban naval attaché...; C. Julian Arias Prado (AMTOAD-1), Cuban vice consul from Los Angeles; D. Antonio R. Montanes Laredo, Cuban foreign service officer; E. Gilda Portela Margolles de Montanes, Cuban consul; F. Roberto Roca Rosillo; G. Pedro Lucas Roig Ortega, Cuban commercial representative...the (Mexico City) station's best chance of getting worthwhile information from the Embassy in the near future seems to be AMSTET-1, who works in the same section as AMSTOKE-1 did formerly."

6/16/62: "On 15 June 1962, AMSTET-1 told LIMASK-1 that embassy very upset (about) AMSTOKE-1 defection. Said Ramon Cuenca particularly worried and that Manuel Vega Perez (AMPOON-1) who in charge (of) security also on spot."

MEXI 1108, 6/18/62, The background to AMROD and the role of Sinobas is that AMSTET-1 reported in June 1962 that Cuenca was the chief of G-2 in Mexico and that Manuel Vega Perez was his number two in G-2. "Both lately in charge (to) keep AMSTOKE-1 under surveillance and AMSTOKE-1 escaped."

6/25/62 memo from DDP Richard Helms to Bureau of International Programs, Department of Commerce, Attention: Mr. John P. Hebrew. (See 124-10206-10398, p. 5 - by 6/63 Hebrew was Director, Investigation Division, Office of Export Control reporting on Cuban exile activists). Info was obtained during May 1962 from a source with good contacts inside the Cuban embassy in Mexico City whose reliability is unknown. The source reported on a number of Mexican firms transshipping US goods into Cuba, including several with auto parts (note: did not see Ramon Cortes' company among them)...Ramon Cesar Cuence Mototo, Cuban commercial attache in Mexico City (and AMSTOKE-1's immediate superior) makes payment in dollars for products imported from the United States. He has $200,000 deposited in six different accounts in the Banco Nacional de Mexico. Cuenca maintains close relations with the Czech commercial attache in Mexico City." Notes at end of document state "PROJECT: NO PROJECT (AMSTOKE-1)."

8/2/62 dispatch UFGA-5036 from Chief of Station JMWAVE to Chief, Task Force W: Review of recent PASSAVOY reports..."on 23 June (at Station direction) AMBUD called a press conference and AMBUD-1 introduced AMSTOKE-1 who made his declaration and answered questions from the press."

9/19/62 cable from Mexico City to Director: "On 16 Sep 62 AMSAIL-1 met Ramon Cesar Cuencas Montoto (better known as Ramon Cesar Cuenca Mutoto) at Cuenca's home and obtained his agreement in principal to cooperate. Meeting arranged by FNU Rossell Comas, good friend of Cuenca and LIMASK...AMSAIL-1 did not point up fact Cuenca allying himself, consciously or not, with Americans who are also against Cuban Commies."

6/26/64, report from AMMUG-1: "Ramon Cesar Cuenca (AMSTOKE-1's former boss) is the chief of the Illegal Department for Central America, including Mexico and Panama, for the (Cuban DGI, aka the General Directorate for Intelligence). In approximately September or October of 1963 Cuenca went to Poland and was replaced by pseudonym 'MIKE'.
