Project centered around a Cuban intelligence source (AMSPILL-1) who provided political and economic intelligence. The intelligence AMSPILL-1 provided "...dealt with Soviet personnel activity, Cuban military activity, shipping and health-related information."

A cable from JMWAVE in December of 1964 stated that AMSPILL-1 was the source, and was described as "a university graduate with scientific training who retains minor business interests in Habana and Pinar del Rio. Source has furnished some useful reports since 1962 based on personal observation and information from his contacts. Source's reporting has been reliable."

AMSPILL-1's reports began in Dec. 1962, on Soviet personnel matters, Cuban military activity, shipping and health-related information. He was asked "can you confirm or deny through your contacts in the medical field about Lazaro Pena's assassination attempt on Fidel?"
