Cryptonym: AMSPELL

Definition:
The Directorio Revolucionario Estudiantil, or DRE (Cuban Student Directorate). DRE delegate Carlos Bringuier had the famous altercation with Lee Oswald in New Orleans in the summer of 1963, and DRE members quickly spread information about Oswald after JFK's assassination.

4/3/67 memo by Art Dooley, "The DRE was an anti-communist student organization funded covertly by CIA. It was known by the cryptonym AMSPELL. In the fall of 1962, the DRE organization in Cuba was penetrated and wrapped-up by the DGI...Lee Harvey Oswald approached Carlos Bringuier, the New Orleans delegate of the Cuban Student Directorate on 5 August 1963 and volunteered to join the organization and to help train Cubans to fight against Castro. Bringuier turned him down believing him to be either an FBI informant or Communist penetration agent...According to Paul Oberst, of the Cuban Operations Group (COG/CA) CIA did not fund this organization although we had contacts with some of its members. It is abundantly clear that the DRE had no part of the Kennedy assassination. Oswald was never a member of the DRE, which in fact rejected him."

1/28/63, from JMWAVE to HQ: "Jorge MEDINA Bringuier, Sec. Gen. of the DRE in Cuba, was G-2 agent, that MEDINA was in contact with FERNANDEZ (note: Juan Fernandez, AMHINT-56) while in Cuba and planned to use FERNANDEZ to establish his bona fides with CIA."

"In late spring of 1960, three DRE leaders, Alberto Mueller, Ernesto Fernandez Travieso and Juan Manuel Salvat Roque escaped from Cuba...undated news article, 'Red Terrorism Rules at Havana University' by Hal Hendrix, Miami News, and arrived in Miami...However, when they became officially under the wing of the CIA, it was decided the DRE should become an affiliate but not a member of the (FRD)."

"By April 1961, 400 (DRE) guerillas were operating effectively from the Sierra Maestra mountains. Nevertheless, 74 men were captured concurrently with a failure to receive air-dropped supplies...The DRE chief of military intelligence told the (HSCA) committee he thought the (Bay of Pigs) invasion was designed to fail and that it was only conceived to relieve the pressure building in the anti-Castro exile community."

11/25/63, JMWAVE to Director, WAVE 8142: "IMMEDIATE ACTION. Sitrep 24 and 25 November 1963. I. INTELLIGENCE HIGHLIGHTS A. KUJUMP Intel nothing to report. B. WAVE intel nothing to report. C. XOLA AND KUTUBE-D nothing to report. D. Press and radio...DRE held Castro responsible for President's death, and recalled threats Castro made against Kennedy in remarks made (illegible) September 63. DRE also recalled Lee Oswald attempts infiltrate DRE and his clash with DRE in New Orleans earlier this year (WFAB 22 Nov)...OPERATIONAL DEVELOPMENTS..."Amidst exile rumors circulating in reference to Pres. Kennedy's death is story that Eloy Gutierrez Menoyo commented on 21 Oct that 'something very big would happen soon that would advance Cuban cause'. Possibly related is SNFE member Manuel Rodriguez, alleged to be violently anti-Kennedy, is living in Dallas, Texas. (see WAVE 8130)." 104-10015-10086: CABLE CONCERNING STATEMENT MADE BY DRE LEADER JOSE LLANUSA GOBEL THAT FIDEL CASTRO HAS THREATENED LIVES OF US LEADERS IN THE EVENT OF US AGGRESSION AGAINST CUBA.

11/24/63 cable, JMWAVE to Director: FBI reported they were trying to confirm the veracity of statement made by "DRE leader Jose Llanusa Gobel to effect (that) Fidel Castro had threatened lives (of) US leaders in event US aggression against Cuba. Llanusa claimed possession this info in recent telecon with Paul Bethel, acting executive secretary Citizens Committee for Free Cuba in Washington, and attributed above threats to Fidel Castro during reception early Sept at Brazilian Embassy Hava...WAVE has instructed DRE not dramatize facts or attempt slant news but DRE continues pursue course of action which in their judgement best suited propagandize U.S. re Cuban issue."

In June, 1962, Bill Harvey gave the DRE the cryptonym of AMSPELL. When adding the DRE to the name, it spelled out DRE/AMSPELL.

104-10213-10085 MEMORANDUM: DATA ON THE DRE AND SEVERAL CUBAN EXILES

"As of March 1962 the DRE was receiving $9000 a month from the Agency for salaries of 55 assets in Miami, Florida, and $2000 a month for overhead costs...Agency support to the DRE was terminated by mid-1967."

9/15/67 CIA memo to the DCI: describes DRE as "an anti-Castro organization conceived, created and funded by CIA."

Commission Document 49 - FBI Graham Report of 02 Dec 1963 re: Oswald/Russia

On 11/26/63, Guillermo Belt, the Cuban Ambassador to the US from 1945-1947, advised SA Donald Hoeting he had received info from Jose Lanuza (aka Jose Lanusa, intel chief of DRE) about Oswald on 11/25. Lanuza told him that Oswald was in Miami 1-2 months ago and tried to infiltrate the DRE ranks. Oswald said he could train DRE members in guerilla tactics to use against Castro. He added that Oswald was then in New Orleans passing out communist literature, and the DRE wanted nothing to do with him. On 1/23/64, Lanusa also reported that Jack Ruby was in Cuba with a man named Pratkins from two sources: The anticommunist group ARAC and from an exiled Cuban attorney Carlos Valdes Fauli who gave the info to Manuel Salvat/AMHINT-2.

On 11/22/63, when Lanusa heard Oswald's name it jogged his memory. He went home and found his notes with Carlos Bringuier. They contacted their CIA officer who said wait for an hour while he got instructions. Lanusa was excited that Oswald was pro-Castro that he couldn't wait and released the DRE's background on Oswald.
