12/31/64: Cable from Mexico City to Director: Slugline RYBAT TYPIC AMSNEAK AMROD LITAMIL-9: "1. Per LITAMIL-9, on 24 Dec 64 Coty Solorzano, sister-in-law of General Lazaro Cardenas, visited her friend Nebro Jorrat Cuban Embassy MEXI. She complained that she is not now on good terms with the embassy and especially mentioned that she had given some message or some things for delivery to someone in Cuba to Margot Machado, former Cuban counsellor embassy MEXI, when latter transferred back to Cuba in fall 64. Solorzano said Machado did not comply but that AMTHUG had found out about the contents from a 'prisoner.' She then complained that she has suffered because of Jesus Edio, secretary of organization of the CTC. 2. Field Comment: The message given Machado had to do with exposing irregularities in conduct of Jesus Edio, who jilted Solorzano, as reflected in LIENVOY just prior Machado departure from Mexico. If is possible AMTHUG got the message as passed, or got it from AMSNEAK, or he actually got it from a prisoner. Latter possibility suggests there may be unknown prisoners who have access high level of CTC, or that 'prisoner' version is merely someone's cover-up for real source in intel circles or elsewhere."

"Remarks: 1-2: I'd appreciate your rebuttal in writing if you feel we should not doing. 1-4: Des has ideas on this and you may wish to let him know what we are thinking. Favorable factors (from AMSNEAK standpoint): in the summer of 1962 AMLASH-1 gave AMWHIP-1 $500 in Helsinki to be deposited for AMLASH-1 in a European bank 'for a rainy day.' In March 1961 AMLASH-1 showed great sensitivity on the subject of bank accounts in Europe by Cuban officials, indicating that he might shoot any official so involved. c. Conclusion: While it cannot be discounted that AMLASH-1 may be a Castro agent, it may be that he has been sincere in his dealings with CIA. Resolution of doubts through an LCFLUTTER interview has been impossible since AMLASH-1 hit the ceiling when the matter was first mentioned..." Page 4 (Page 3 of memo): "Jose Rebellon: Rebellon is a non-controversial good target in this AMSNEAK play for the following reasons: a. He is close to Castro, as well as to AMLASH-1, and has a Communist background. b. He is familiar with the $80,000 account opened in a Swiss bank by Ambassador Carrillo in the fall of 1964. Rebellon has been authorized by Castro to draw on that fund for purchases related to Castro's pet projects. Castro might think that Rebellon had raided Castro's own official fund. As with AMLASH-1, any action by the regime against Rebellon might widen splits in Cuba and bring about further political uneasiness and tensions in interpersonal relationships that we desire."
