As of the writing of this 9/30/63 memo, FBI informant Poyle had a biographic identifier - 201-733547 - that had some kind of relationship with the agent of another agency with the CIA bio number 201-338838 (the identity of that individual remains unknown). WAVE considers Poyle travel WAVE area or PBPRIME (U.S.) not immediate certainty (see paras 2A and 2E Ref B and para 4 Ref C), since Poyle actually has proposed meeting ODENVY (FBI) rep only MEXI (see para 2B Ref C). 2. Poyle's wife (REDACTION) on several occasions has stated she and Poyle considering living either Brazil, Philippines, or some other country where Spanish spoken. (REDACTION) has hinted Poyle not planning return PBPRIME (see paras 2B and 2E Ref E). 3. WAVE CO's discussions with local ODENVY reps have resulted agreement that Poyle possibly involved in real or imagined legal difficulties which may require clarification before Poyle willing risk return PBPRIME (see para 4 Ref E). 4. View above and fact that Poyle expects meet ODENVY PLP in Mexico (i.e. Fortson see para 1 Ref E) WAVE strongly recommends attempt be made meet Poyle MNTY per Ref F." Blanco was employed by the Office of Planificacion (sic) JUCEPLAN. JMWAVE Station provided a copy of the letter to local FBI office." Note that JUCEPLAN was the State Planning Board of Cuba. 104-10308-10065: CABLE: AMSHOT -1 REPORTED IN LETTER DATED 8 JAN 64 THAT FRANCISCO BLANCO
01/20/64: Cable from JMWAVE to Director: "1. AMSHOT-1 reported in letter dated 8 Jan 64 that Francisco Blanco, who had been employed planificacion (sic), arrested 17 Oct 63 for involvement planned assassination AMTHUG/1 (Fidel Castro). Unnamed wife of Blanco who allowed visit him at G-2 HQs in Vibora reported Blanco appeared drugged. Only previous mention AMSHOT-1 made of Blanco was in 6 Nov 63 letter reporting arrest Francisco Blanco aka Panchito along with his brother-in-law for mason connections. 2. An unnamed person of French parents was also arrested with Blanco, and about month later, Blanco's friend FNU Vega also arrested. AMSHOT-1 explains that a pilot who worked with Blanco and who was contacted in London about 6-7 months ago by PBPRIMER (American) is now afraid he too will be implicated by Blanco. 3. No identifiable WAVE traces Blanco, but 62 HAVA phone book lists three possibly identicals. 4. Pilot para two probably identical AMFAUNA-28 who ACSI Source DUJ 315/41. WerBell is reported to be the employer of Jerry Hemming and Anselmito Aliegro. Aliegro was the son of Anselmo Aliegro, Prime Minister of Cuba in 1944 and president of the Cuban Senate in 1954 and 1959; served as acting Prime Minister for one day after Batista fled).
