April 1961 - Raul Roa, Jr., member of Permanent Cuban Delegation, United Nations, donates $3500 to FPCC chief Robert Taber for a crucial full page ad in New York Times. .
1962: Journalist Robert Taber was interrogated by Julian Sourwine and Senator Thomas Dodd in an effort to prove that he had knowingly received the money for The NY Times ad to form the FPCC from Raulito Roa.
11/7/62: Memo from Sam Papich to D. J. Brennan, re Raul Roa - Internal Security - Cuba: "The Bureau already is cognizant of the fact that both we and CIA have sources who contact Roa. Our source, Rene Diego Pelleja and CIA's source Julio Kouri Barreto, are well-known to each other and are related to Roa's wife...Kouri received information from Pelleja concerning the latter's dealings with the Bureau. For example, Kouri recently advised CIA that Pelleja is at New York City on FBI instructions for the purpose of promoting a meeting with (Raul Roa, Jr.). This is essentially true." The accuser was believed to be "Machado" from the embassy in Prague.

9/16/63 memo from S. J. Papich to D. H. Brennan, entitled "Source of Information": CIA is in favor of Rene Pelleya Justiz traveling from Utah to Rio to convince Raul Roa Kouri to defect. (note: his son Rene Pelleya Khouri is a doctor in Miami - indicating both men are related in some way to Raul Roa Kouri. lan insurance contact who knows organized crime and Richard Gibson - see 124-10226-10412 and also 124-90146-10072, p. 13 of 80 - Information directed to the Nationalities Intelligence Section. CIA wanted FBI to foot the bill for the travel. There is a special warning saying to ensure that Margaret Madrazo cannot "interfere or jeopardize this operation". Liaison agent Austin Horn met with Al Rodriguez - Rodriguez said the chances of a Raul Roa, Jr. defection was slim, but info of interest might develop. Washington Daily News, 11/23/63: "The Fair Play for Cuba Committee, founded in New York in 1960, is a group dedicated to supporting the government and policies of Cuban Premier Fidel Castro. The group announced its formation in a full page advertisement in a New York newspaper. The Senate Internal Security Sub-committee, which investigated the financing of the advertisement, found that the money came from the Cuban Mission to the United Nations. At the time the chief benefactor was identified as Raul Roa, Jr., son of Cuban state minister Raul Roa, and now ambassador to Brazil."
FBI 12/4/63 memo from William Sullivan to Alan Belmont: In late October 1963 "one of our sources, who has the confidence of Cuban foreign minister Raul Roa Garcia and the Foreign Minister's son, Raul Roa Kouri, was sent to Brazil to meet with Raul Roa Kouri. 1/3/67 memo from Chief of Station, JMWAVE to Chief, WH, re interview of Angel Herrero, one of the two men acquitted at the Cubela trial: "Raul Roa Kouri, aka Raul Roa, Jr., aka "Raulito" - 201-299755. The son of the Cuban Foreign Minister, Raul Jr. held various positions in the Foreign Ministry. He was reportedly arrested in March 1966. He has a cryptonym."
