Discussion:
A cable and Information Report Telegram from San Jose in December of 1963, on the activities in Costa Rica of Juan Manuel Chinea, stated that "Justo Manuel Chinea Chinea and Evelia Joaquina Verez Perez, parents of Chinea, arrived in Costa Rica from Panama on 9 November; they visited in Puerto Rica between 23 and 25 November. They had previously visited their daughter who lives in Uruguay, her husband being a diplomatic representative of Fidel Castro there."

Philip Agee, in his book Inside the Company: CIA Diary (1975), stated that AMPIG-1 was the father-in-law of Aldo Rodriguez Camps, the Cuban Charge d'Affaires in Montevideo, Uruguay. Agee stated that AMPIG-1 was a Cuban exile living in Miami. Philip Agee stated that he attempted to recruit Aldo Rodriguez Camps in Montevideo in 1964. The attempt was apparently unsuccessful. At the end of the book in the notes section, Agee stated that AMPIG-1's last name was Chinea.

In addition, AMPIG-1 was among those mentioned in CARACAS 20590. Justo Manuel Chinea's name was opposite AMPIG-1 on the first card below.

12/19/63: Cable and Information Report Telegram from San Jose to Director: Subject: Activities in Costa Rica of Juan Manuel Chinea: "1. Juan Manuel Chinea Verez, delegate of the Directorio Revolucionario Estudiantil (DRE - Cuban student exile group) in Costa Rica, made application in mid-November to bring to Tortuguero from Panama a radio equipped boat with a ten man crew. Chinea has land and a cottage in Tortuguero about one kilometer from the airport and near the saw mill. Two unidentified Costa Rican national assemblymen helped him acquire the land. 2. The boat belongs to the DRE and is based in Venezuela. On 7 December two students came from Venezuela to San Jose to discuss with the GOCR transporting the boat and a 15 man crew to Costa Rica with the idea of operating the boat against Cuba. Turned down by the GOCR, the students went to Honduras on a similar mission. The DRE is instructing Chinea to move permanently to Venezuela. 3. While in Costa Rica Chinea has been freely spending money which he claims to get from his wife in Spain. Actually Chinea sends money to his wife by bank draft. He has also had contacts with Marcial Aguiluz Orellana, pro-Castro former deputy. Inside the Company, CIA Diary (1975) by Philip Agee: Pages 333-334 of PDF: ..."Montevideo 31 August 1964...I decided to try another Cuban recruitment with the possibility that the spectre of a break in relations might help us. The target was Aldo Rodriguez Camps, the Cuban Charge d'Affaires in Montevideo, whose father-in-law is an exile living in Miami. Last year the Miami station sent the father-in-law, AMPIG-1, down to Montevideo to discover the political views on Castro and communism of the Charge and his wife. He felt from his conversation that neither seemed to be particularly ardent communists although they were clearly loyal to the Cuban revolution. At that time it was decided not to try for the recruitment or defection of either Aldo or Ester but to wait for a future date. At my request the Miami station proposed to the father-in-law that he come back to Montevideo as soon as possible for a more direct approach to his daughter, who appeared to be the more susceptible of the two. If Ester had agreed to defect we would have made arrangements to evacuate her to Miami, but only after she had had a few days to work on Aldo. The key to Aldo, the Charge, is their two young children, to whom he is very attached and when confronted with their flight to Miami he just might have decided to come along. Unfortunately, this recruitment failed. The father-in-law came as planned and made the initial meeting with his daughter but she cut him off at the beginning and refused any discussion of defection. After two days he went back to Miami, sad and broken, with no idea if he'll ever see his daughter and grandchildren again..." - - At the end of PDF: ..."AMPIG-1.
