"In 1943 he joined the US Air Force and when the war ended in 1945 he entered the law school of the University of Miami. He became a US citizen while serving with the Air Force. He returned to Cuba where he obtained a law degree at the University of Havana. When Fulgencio Batista effected the coup d'etat of 10 March, 1952, Subject and his brother Plinio joined the opposition groups. Subject obtained a PT boat which he used to smuggle weapons into Cuba and underground fighters out of Cuba. He has been arrested and fined several times in the US for these activities. His brother Plinio was among the leaders of the guerrillas in the Escambray mountains. The two brothers again joined the underground when Fidel Castro established a Communist dictatorship in Cuba. Following instructions from US agents operating in Cuba, Plinio organized again a guerrilla group in the Escambray. When returning from a conference in Cuba with his US contact, Plinio was betrayed by one Felix Murtado in the town of Manicaragua and executed by the Fidel Castro government. Subject returned to the US in an unsuccessful attempt to obtain assistance for the remaining of Plinio's group still at large in the mountains. His trips to Mexico also had the purpose of securing help for the anti-Castro underground..." 8/19/60 cable from MASH to Director: "MASH would appreciate results debriefing AMPANIC-5 concerning his position vis-a-vis FRD and briefing re coordination his activities with latter's (FRD), etc. Reason for query Enzel in discussion with AMPANIC-6, who recently arrived from Mexico, concerning possible utilization advised he and brother among early organizers in Cuba of insurrectional OA, and an offshoot AMHAWK group...AMPANIC-5 made contact for HAVA station and AMPANIC-6 came to (the US) to recruit support for movement here. AMPANIC-6 subsequently joined Alianza whose members either expelled or rejected FRD. AMPANIC-6 apparently loyal to to Alianza group exiles realizing they serious competition (to) FRD. AMPANIC-6 admits limitations but is willing to cooperate either in (US) or Cuba...as AMPANIC-6 phrased it 'is AMPANIC-5 still working under old insurrectional OA plans?'"

In early 1962 a new anti-Castro organization was formed in Mexico. The first meeting included Tulio Prieto, Julian Arias Prado/AMTOAD-1, Ricardo Vidal Dominguez/LITAMIL-3, Aldo Fores, Carlos Carrillo, Sergio Perez y Perez, and Rolando Rojas. At this time the group was known as the Bloque Pro-Unidad Cubana En Exilio (Mexico).

Please advise by COB (close of business) 29 April if Director or WAVE wish AMPANIC-6 (to) attend meeting. Cisneros told AMPANIC-6 they wished him handle 'both a Mexican and Honduran operation'."
